Introduction
The purpose of this memorandum is to provide an update on the city of Dubuque's 2015
application for the Innovations in American Government Award.
Discussion
Each year the Harvard Kennedy School Ash Center for Democratic Governance and
Innovations recognizes best practices in local government through the Innovations in
American Government Award Program. The Innovations in American Government
Awards program is a significant force in recognizing and promoting excellence and
creativity in the public sector. Through its awards competition, the program provides
concrete evidence that government can work to improve the quality of life for citizens
and that it deserves greater public trust. This program has recognized and disseminated
the nations' most creative and winners of the Innovations Award receive national press
attention, serve as examples of model programs worthy of replication, and spark
research and teaching cases at Harvard University and other schools across the
country.
In 2012, the city of Dubuque was selected as one of the top 25 Innovators for our
Smarter Sustainable Dubuque initiative. In 2014 the city of Dubuque nominated the
Bee Branch Watershed Flood Mitigation Project for the award. In November 2014 we
received notice that we had advanced to the next round. In October 2015, we received
word that the Bee Branch Watershed Flood Mitigation Project was named a Semifinalist
in the 2015 Innovations in American Government Awards Program. Dubuque received
a certificate acknowledging our selection as a Semifinalist and has been included in
promotional materials recognizing this year's award including a feature write up on the
Government Innovators Network.
