Council approval of the Fiscal Year 2016 Community Development Block Grant Annual
Action Plan —Amendment 3. The amendment increases funding for the FY 2016
Annual Action Plan, which is necessary to facilitate the timely use of CDBG funds.
Funding is being added to existing and new projects.
The proposed amendment allocates $150,000 to the purchase rehab resale program to
allow the rehabilitation of property acquired by the City through petition because it
violated the housing code and/or was vacant or abandoned. This allocation will allow
the City to quickly address and rehabilitate acquired properties throughout the City of
Dubuque and provide quality, affordable homeownership opportunities to low- and
moderate income homeowners. This assists the City in its efforts to affirmatively further
fair housing as these funds may be used city-wide, allowing housing opportunities in
areas of low poverty concentration. Funding is being increased for Microenterprise
Assistance Program by $139,194. This will allow the City to provide loans between
$5,000 and $35,000 to small businesses creating jobs for low- and moderate income
workers, serving low- and moderate income areas, or to low- and moderate income
entrepreneurs. $100,000 of these funds will be used as indirect leverage for the
Resiliency Grant, providing economic development support in combination with housing
and infrastructure improvements in the Bee Branch Watershed. These changes will
allow the City to respond to the needs of the community, improve the public's
understanding of the programs and facilitate the timely use of funds as required by
HUD.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The purpose of this memorandum is to request the Council adopt the FY 2016
Annual Action Plan- Amendment 3 for the Community Development Block Grant
(CDBG) program. This amendment increases funding for the FY 2016 Annual
Action Plan. The increase in funding is necessary to facilitate the timely use of
CDBG funds. Funding is being added to existing and new projects.
Federal regulations require that each year a city must prepare and file an Annual
Plan prior to receipt of its CDBG entitlement. The Annual Plan is adopted following a
public participation process that includes a published notice, a public comment
period, and a public hearing. A city must follow its adopted plan as it expends
entitlement funds. If its revenues or activities change, the city must amend. This
requirement applies to plans for previous years as well as the current year.
The City of Dubuque has been allocated CDBG funds that have been programmed for
specific uses as per the adopted Annual Plan for Fiscal Year 2016. Each year, the City
budgets to expend entitlement and program income. This amendment expends un-
allocated funds that have accumulated due to program income revenues exceeding
budgeted expenses.
Discussion
The proposed amendment to the FY 2016 plan allocates $150,000 to the purchase

Commission Action
The Community Development Advisory Commission held a public hearing on January
20, 2016 for Amendment 3 to the FY16 Annual Action Plan. The Commission voted 6-0
to recommend the amendment and forward to City Council for approval.
Requested Action
The requested action is for the Council to approve the Mayor's execution of the
attached resolution, approving the FY 2016 Annual Action Plan Amendment 3.

RESOLUTION APPROVING FISCAL YEAR 2016 (PROGRAM YEAR 2015)
ANNUAL ACTION PLAN AMENDMENT 3 FOR COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) FUNDS.
Whereas, the City of Dubuque prepared and filed an Annual Action Plan for Fiscal
Years 2016; and
Whereas, the City of Dubuque now desires to amend said Annual Plan by reallocating
funds between existing activities and providing funds for new activities; and
Whereas, said amendment is a substantial amendment as provided in the City's
Citizen Participation Plan and therefore must be approved by resolution of the City
Council after a public hearing by the Community Development Advisory
Commission; and
Whereas, the City made available for public comment said Annual Action Plan
on December 20th, 2015 and advertised a 30 day public comment period ending
January 20th, 2016; and
Whereas, the Community Development Advisory Commission reviewed said
amendment during a public hearing on January 20th, 2016 and voted to approve said
amendment and recommend approval by the City Council.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Annual Action Plan for Fiscal Year 2016 (Program Year 2015)
is hereby amended to increase funds to Purchase Rehab Resale and Microenterprise
Lending activities as described in the FY 2016 Annual Action Plan — Amendment 3,
attached hereto as Exhibit A.
Section 2. That said Fiscal Year 2016 (Program Year 2015) Annual Action Plan
Amendment 3 attached hereto as Exhibit A is hereby approved.
Section 4. That the City Manager is hereby authorized and directed to submit a copy
of this resolution and amendment to the U.S. Department of Housing and Urban
Development.
