I received a letter from City Manager Mike Van Milligan following my criticism of
his compensation at March 12th budget hearing.
In the letter Mr. Van Milligan included a 2014 salary survey comparing his
compensation to cities such as Rochester, MN, Bloomington, MN, St. Joseph, MO,
Naperville, IL, Des Moines, IA. and West Des Moines, IA. plus other Midwest cities.
His letter prompted me to phone the personnel director and finance director of
the various cities he named in his letter. The following is a summary of what I
learned. These are yearly salary and compensation figures.
St. Joseph, MO (a city of which I was a resident for 20 years before moving to
Dubuque) Population 76,780, City Manager's base salary $135,585,
deferred compensation $8,000 and car allowance $6,500. No Assistant City
Manager. City uses gambling revenue for one time purchases and for
demolition of abandoned buildings. No decline in the City's debt rating which
is AA.
2. Des Moines, Iowa Population 204,192, Manager's salary $196,955.20,
Deputy City Manager's salary is $166,649.40 and the Assistant to the City
Manager's salary is $138,361.60. Gambling revenue is applied to street and
bridge project cost. Moody's bond rating is AA2 and Standard and Poor's is
AA+.
loomington, MN. population 87,000. City Manager's salary is $165,000. No
assistants. City Manager gets a 5 week vacation, car allowance of $500 per
month. Pension ---employee pays in 6.25 percent while employer pays in 7.25
percent. No gambling revenue. Triple AAA bond rating by Standard and Poors,
Moodys and Fitch.
ochester, MN. population 110,742, City Administrator's salary $170,283
Assistant's salary $153,682. Triple A bond rating with $1 million cash reserve.
No gambling revenue.
5. Maple Grove, MN. population 63,270, City Administrator's salary $152,526
with a $700 per month car allowance. No assistant. No gambling or sales tax
revenue. Triple A bond rating.

$173,000 to $233,000. Deputy's salary is $157,763. No gambling revenue and

Ct'iest Des Moines, IA. Population — current estimate 63,586. City Manager's
salary $177,000. Cell phone allowance, no vehicle. Deputy City manager's
salary (position was vacant at the time I called) $98,928. No gambling
revenue and Triple A bond rating. 08. i olumbia, MO, Population108,500, City Manager's salary $154,103, car
allowance $285, cell phone $50 per month. Deferred compensation equals
5%. Deputy city manager salary $138,426 with similar benefits, assistant city
manager salary $95,306 per year, similar benefits.
'Palatine, IL, Population 69,350, City Manager's salary $195,920, total
ompensation package $211,058. One assistant city manager with a salary of
$133,750.
I also contacted Davenport, Ames, Iowa City and Cedar Rapids, Iowa
None of these cities were reliant on gambling revenue, were in debt like
Dubuque and most importantly, none had their bond rating lowered as we
have twice in the recent past.
