Leisure Services Manager Marie Ware is transmitting information about the Dubuque
National Service Partnership's national recognition and award.
Iowa Campus Compact nominated the Dubuque National Service Partnership in
recognition of its uniquely collaborative approach and outstanding service to the
community, specifically with institutions of higher education. The Dubuque National
Service Partnership is led by the City of Dubuque's AmeriCorps Partners in Learning,
Green Iowa AmeriCorps, the Human Rights Department and the Housing and
Community Development Department. The Dubuque National Service Partnership also
includes the Retired and Senior Volunteer and Foster Grandparent programs.
Dubuque National Service Partnership is a unique cooperative that enhances the work
of area National Service programs. It has significantly enhanced the services of all
AmeriCorps programs operating in the Dubuque area by leveraging the collective
impact of higher education, local nonprofits, city government and state government
through National Service. As a result, local leaders have recognized Dubuque National
Service Partnership since its inception and the Dubuque National Service Partnership
continues to be a unique cooperative that enhances the work of area National Service
programs here locally.

INTRODUCTION
The purpose of this memorandum is to share about the Dubuque National Service
Partnership's national recognition and award. AmeriCorps Partners in Learning, Green
Iowa AmeriCorps, Foster Grandparents, Retired Senior Volunteer Program (RSVP),
Iowa Campus Compact and the City of Dubuque were recognized for their partnership
with other national service organizations which is related the City Council Five Year
Goals of Social Cultural Vibrancy and Partnering for a Better Dubuque.
BACKGROUND
In 2012, the Corporation for National and Community Service and the Iowa Commission
on Volunteer Service came to Dubuque to see the multiple national service programs in
action. It was during the planning for and actual visit that the Dubuque National Service
Partnership (DNSP) was formed. Dubuque was the first community in the country to
collaborate with all National Service Programs. Former AmeriCorps Partners in
Learning Director Deb Bell assisted in the leadership role to get it started.
DISCUSSION
In September 2015, the Dubuque National Service Partnership (DNSP) was recognized
by the Corporation for National and Community Service as a Special Partnership
Honoree for Excellence in AmeriCorps Programming and Service. This award is in
honor of retired US Senator Tom Harkin and recognizes outstanding and innovative
programs and high quality and meaningful AmeriCorps service experiences.
Iowa Campus Compact nominated the DNSP in recognition of its uniquely collaborative
approach and outstanding service to the community, specifically with institutions of
higher education. The DNSP includes AmeriCorps members serving through four
member colleges and universities: Loras College, Clarke University, Iowa State
University Extension, and the University of Northern Iowa. The DNSP is led by the City
of Dubuque's AmeriCorps Partners in Learning, Green Iowa AmeriCorps, the Human
Rights Department and the Housing Department. DNSP also includes the RSVP and
Foster Grandparent programs. Loras College President and Iowa Campus Compact
Board Member Jim Collins represented the DNSP at a ceremony in Washington, DC.
DNSP is a unique cooperative that enhances the work of area National Service
programs. It has significantly enhanced the services of all AmeriCorps programs
operating in the Dubuque area by leveraging the collective impact of higher education,
local nonprofits, city government and state government through National Service. As a
result, local leaders have recognized DNSP since its inception and the DNSP continues
to be a unique cooperative that enhances the work of area National Service programs
here locally.
Next Steps
The City of Dubuque continues to lead the Dubuque National Service Partnership. Iowa
Campus Compact, Foster Grandparents, Retired Senior Volunteer Program, Green
Iowa AmeriCorps, City of Dubuque staff and United Way staff are meeting in February
to discuss the future direction of DNSP.
