Introduction
This memorandum transmits the 2015 Certified Local Government (CLG) Annual Report
for the City Council's review. Supporting documents referenced in the report have been
provided to City Council throughout the 2015 calendar year and therefore are not
provided in this transmittal.
Background
The CLG annual report is a form submitted by all Iowa CI-Gs to the State Historical
Society of Iowa (SHSI). Under the CLG agreement with the State, the Historic
Preservation Commission is responsible for submitting an annual report that
summarizes the City of Dubuque's historic preservation work and accomplishments.
Discussion
City Planning Services staff and Historic Preservation Commissioners provided more
training than they received, which speaks highly of the City of Dubuque's commitment to
preservation and sustainability.
Requested Action
The report is submitted for the City Council to review and authorize the Mayor to sign.
Please have the Mayor sign and date page 7 of the report. No additional action is
required. Planning Services Staff will forward the signed copy of the 2015 CLG Annual
Report and supporting documents to the SHSI.

Section I.
Locating Historic Properties
Identification, Evaluation, and Registration Activity
I
CLG Standards found in CLG Agreement and National Historic Preservation Act:
♦ The CLG shall maintain a system for the survey and inventory of historic and
prehistoric properties in a manner consistent with and approved by the STATE.
♦ The CLG will review National Register nominations on any property that lies in the
jurisdiction of the local historic preservation commission.
1. Please provide complete reports and site inventory forms from historic
identification/survey, evaluation, and/or registration/nomination projects that your
commission completed in 2015. Do not include projects that were funded with a CLG
grant or mandated by the Section 106 review and compliance process as we already
have these in our files.
The City of Dubuque Historic Preservation Commission registered the Seminary Hill
Residential Historic District, Washington Residential Historic District, Fenelon Place
Residential Historic District, Upper Iowa Street Historic District, and the Old Main Street
Historic Boundary Increase and Amendment. The Commission also completed the Phase

VI historic survey, evaluation and identification project for The Upper Couler Valley, 26th
Street to Aquin Avenue. The Washington Residential Historic District was the only project
which received assistance from a CLG Grant. All other projects are enclosed.
2. How many National Register of Historic Places (NRHP) properties in your City,
County, or LUD were altered, moved, or demolished in 2015? Please identify the
property (historic name and address) and the action.
W. A. Weiss Meats and Grocery Store, 400 E. 22nd Street, was demolished in 2015. The
property was removed as a necessity of the Bee Branch Creek Flood Mitigation Project.
Deconstruction was done under the authorization of the IDNR, SHPO, and USACE under
the terms of the Bee Branch Programmatic Agreement.
3. In 2015, how many additional properties did your city place on its list of locally
designated historic landmarks and/or historic districts?
The City of Dubuque did not add any additional properties on its list of locally designated
historic landmarks and/or historic districts.
(As a reminder, before your elected officials approve or change local districts or
ordinances, you must send a copy to the State Historic Preservation Office for review and
comment.) Please attach a copy of the final designation nomination(s) and ordinance(s).

4. In 2015, what were the actions to revise, amend, change, or de-list a locally
designated property? Please attach documentation of the review and appeal process
and decisions made by the historic preservation commission, planning and zone

There were no actions to revise, amend, change, or de-list a locally designated property
in 2015.
Section II
Managing, Protecting, and Preserving Historic Properties
The CLG will enforce all appropriate state and local ordinances for designating and
protecting historic properties
♦ The CLG shall provide for adequate public participation in the local historic
preservation programs
5. Did your city, county, LUD or its historic preservation commission undertake any of
the following activities in 2015? Please think broadly about this question and include

any activity (small or large) that facilitated historic preservation in your community. This
is your opportunity to boast about your accomplishments and get credit for the great
work you do! (use additional pages if needed)
a. Historic preservation planning. Examples include the development or revision of
an preservation plan, development of a work plan for your commission, etc. (use
additional pages if needed)
The Historic Preservation Commission continued their work on the annual work
plan. All goals in the work plan have been accomplished with the exception of the
Education Plan. After much dialogue with city leaders and Staff it was decided to
revise the goal and channel resources into developing a Historic Preservation
Economic Impact Study specific to the City of Dubuque. Results of the Economic
Impact Study will be used to inform a preservation planning process in the future.
Commissioners and Staff are in the process of developing partnerships and
researching grants which might assist with the study.
b. Provided technical assistance on historic preservation issues or projects.
Examples include working with individual property owners, business owners,
institutions to identify appropriate treatments and find appropriate materials,
research advice, etc. Please be specific (use additional pages if needed)
The Commission and Planning Staff provided technical assistance to property
owners and developers on issues including funding sources, NPS Preservation
Briefs, Secretary of the Interior's Standards for the Treatment of Historic
Properties, and the City's Architectural Guidelines, Building Services Manager
Rich Russell consulted with property owners and developers regarding the City of
Dubuque Historic Building Code.
c. Sponsored public educational programming in historic preservation. Examples
include training sessions offered to the public, walking tours, open houses,
lectures, Preservation Month activities, etc. (use additional pages if needed
On April 13th_18th the City of Dubuque partnered with Dubuque Main Street, the
Dubuque Community School District, and local businesses and organizations to
host the annual "Architectural Days Program". The week-long event offers
professional speakers, presentations and tours designed to engage and inform
the public on architecture and historic preservation issues. City of Dubuque
Historic Preservation Commissioners and Staff assisted with programming and
attended events.
Seven (7)Ken Kringle Historic Preservation Awards were presented at a special
ceremony held Thursday, April 16, 2015 at 6:00 p.m. at the Hotel Julien Dubuque,
200 Main St. Immediately following the ceremony Hotel Julien Dubuque Staff

offered an overview of the hotel's history, recent renovation, and rebirth as one
of the area's premier destinations.
On May 19, 2015 Assistant Planner David Johnson gave 3rd Grade Table Mound
Elementary School students a tour of the Dubuque Shot Tower. This has been an
annual tour requested by Table Mound Elementary School as part of their local
history unit.
On August 3, 2015 Planning Services Staff Members Laura Carstens, David
Johnson and Wally Wernimont took part in presentations and tours for delegates
from Clinton, IA on topics such as downtown revitalization, incentives,
partnerships, and the local preservation program.
On October 7, 2015 Planning Services Staff participated in tours of the Historic
Millwork District and Bee Branch Creek Restoration Project as part of the
Growing Sustainable Communities Conference,
On December 4, 2015 Planning Services Staff David Johnson and Wally
Wernimont participated in a visioning session hosted by the Iowa State College of
Design who was soliciting input in developing an interdisciplinary Certificate in
Historic Preservation program.

passed additional ordinances or resolutions that impact historic properties, please

The Historic Preservation Commission is particularly proud of the registration efforts that
took place in 2015. The Commission added the Fenelon Place Residential Historic District,
Washington Neighborhood Residential Historic District, Seminary Hill Residential Historic
District, and the Upper Iowa Street Historic District to the National Register of Historic
Places. The Commission also expanded and updated the Old Main Street National
Register District.

Historic Preservation Program Administration
• The CLG will organize and maintain a historic preservation commission,which must
meet at least three (3)times per year.
• The commission will be composed of community members with a demonstrated
positive interest in historic preservation, or closely related fields,to the extent
available in the community.
• The commission will comply with Iowa Code Chapter 21 (open meetings) in its
operations.
• Commission members will participate in state-sponsored or approved historic
preservation training activities.
