City Engineer Gus Psihoyos recommends City Council approval of a Resolution
authorizing the City of Dubuque to submit an application for a Dubuque Metropolitan
Area Transportation Study Transportation Alternatives Program Grant in the amount of
$242,901 to assist with funding a proposed Hike/Bike Trail along Chavenelle Road from
the Northwest Arterial to Seippel Road.

INTRODUCTION
The attached resolution provides the authorization for the City of Dubuque to officially
submit an application for a Dubuque Metropolitan Area Transportation Study (DMATS)
Transportations Alternatives Program (TAP) Grant to assist with funding a proposed
Hike/Bike Trail along Chavenelle Road from the NW Arterial (IA 32) to Seippel Road.
BACKGROUND
In September 2015, city staff were notified that federal earmark funds from the USDOT
SAFETEA-LU transportation bill were available for a trail project. The City was asked by
East Central Intergovernmental Agency (ECIA) staff if a project could be identified that
would connect to the Mississippi River Trail (MRT). In coordination with ECIA and the
Planning Department, city staff identified Chavenelle Road between the NW Arterial and
Seippel Road as a good candidate for a hike/bike trail. The corridor has gaps in the
sidewalk and no bicycle facilities currently to serve the industrial park.
The City is currently constructing phase 4 and phase 5 of the NW Arterial Hike/Bike
Trail from Holliday Drive to Chavenelle Road. That project will be completed in the
spring of 2016.
On September 10th, 2015 DMATS approved the alignment and approved to use the
funds for a grade separated trail. In December of 2015, the Federal Highway
Administration (FHWA) approved the movement of the earmark funds to this project in
the amount of$906,139 for FY 2017. The total project cost estimate for the Chavenelle
Road Hike/Bike Trail is estimated to be $1,436,300. Below is a table that shows the
planned funding for the hike/bike trail:

The REAP grant balance of$175,000 is estimated to be left over from the NW Arterial
Phase 5 Hike/Bike Trail project. Engineering has requested an FY 17 CIP request for
$112,260 to contribute along with the REAP funds as match for the earmark and TAP
grant request.
DISCUSSION
This grant application is requesting $242,901 in DMATS TAP funds. The project
location is along Chavenelle Drive in the Dubuque Industrial Center West business
park. Chavenelle Drive currently has limited sidewalks and pedestrians have to walk in
the street in many places. The proposed project will make Chavenelle Road a complete
street in accordance with the City's Complete Streets Policy.
The proposed project includes the construction of a 10 foot wide asphalt trail (concrete
alternate) from IA 32 (NW Arterial to Seippel Road). The proposed trail would connect
with the soon to be constructed hike/bike trail along the NW Arterial from Holliday Drive
to Chavenelle Drive. This trail would ultimately connect future bike trails on the
Southwest Arterial to the Mississippi River Trail.
RECOMMENDATION
I recommend that the City submit the grant application with DMATS for a Transportation
Alternatives Program grant to assist with funding the Chavenelle Road Hike/Bike Trail.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution authorizing the filing of
the application with DMATS for Transportation Alternatives Program funding for the
proposed Chavenelle Road Hike/Bike Trail Project.

RESOLUTION AUTHORIZING THE FILING OF A GRANT APPLICATION WITH THE
DUBUQUE METROPOLITAN AREA TRANSPORTATION STUDY (DMATS) FOR
TRANSPORTATION ALTERNATIVES PROGRAM (TAP) FUNDING FOR THE CITY
OF DUBUQUE CHAVENELLE ROAD HIKE/BIKE TRAIL PROJECT
Whereas, the Dubuque Metropolitan Area Transportation Study (DMATS) has
allocated DMATS Transportation Alternatives Program funds to be used on trail
facilities; and
Whereas, the City of Dubuque has determined that improvements to this corridor will
make Chavenelle Road between the Northwest Arterial (IA 32) and Seippel Road a
complete street and provide a future connection for alternative transportation to the
Southwest Arterial; and
Whereas, the City of Dubuque is seeking the necessary funding for project
implementation, and upon completion, in cooperation with the Iowa Department of
Transportation, be responsible for adequately maintaining and operating the project for
public use during the project's useful life per the grant agreement.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA, THAT:
Section 1. The City files this grant application for funds through the Transportation
Alternatives Program to fund the Chavenelle Road Hike/Bike Trail improvements.
Section 2. That the City Council hereby provides it written assurance that the
completed project will be adequately maintained for its intended use in accordance with
the grant requirements.
