INTRODUCTION The enclosed resolutions authorize the public bidding procedure for the Heeb Street Retaining Wall Reconstruction Project. BACKGROUND The Heeb Street Retaining Wall is located at the intersection of Clarke Drive and Heeb Street. This is an existing City-owned limestone retaining wall that is showing signs of distress. The wall height varies from 6 feet to 15 feet, with a wall length of 82 feet. The wall supports Heeb Street (a 25-foot wide street) which has an 8-inch sanitary sewer main in close proximity to the wall. The City Engineering Department monitored the wall for movement between 2012 — 2013. For precaution the City placed temporary concrete barriers (summer of 2012) on Heeb Street to protect pedestrians and vehicles. DISCUSSION Engineering is proposing that this project include wall reconstruction with native Dubuque limestone. In order to reconstruct the retaining wall, most of the street will need to be removed. Along with this work, the sanitary sewer utility will need to be monitored during construction. The street pavement section will be 7-inches of concrete and 25 feet in width.
