Van Milligen, City Manager SUBJECT: Key West Drive Water Main Extension DATE: February 12, 2016 Water Department Manager Bob Green is recommending approval of a water main extension along Key West Drive ahead of the previous Fiscal Year 2017 schedule. The City recently received notification that Dubuque County is proceeding with the reconstruction of Key West Drive. The scope of this project is to reconstruct Key West Drive from Oregon Street to Military Road. The reconstruction project by the county presents an opportunity to partner with them; as the road is under construction, a water main can be constructed along the same corridor. This will avoid damage to the new pavement at a later date. For the same reason, this project would cost about $156,000 more to stub-in residential water service lines. This cost would be recovered through connection fees at a later date. This water main extension is part of a critical link of the City's water distribution system to provide product along the Southwest Arterial, as well as providing a second feed line to the Airport and the Twin Ridge subdivision area. To meet the county's proposed project timeline, the City is required to fast track this project. The project will consist of the construction of approximately 3,650 feet of 16 inch water main, with appropriate valves and fire hydrants, and the installation of approximately 56 residential water service line stub-ins. The estimated cost for this project is $818,000 and Bob Green has identified funding sources. I concur with the recommendation and respectfully request Mayor and City Council approval. Micliael C. Funding The recommended funding for this project is as follows: CIP NAME FUNDS FY16 740-2594 Southwest Arterial $ 494,500 FY17 740-2594 Southwest Arterial $ 662,000 Total Estimated Available Funds $1,156,500 Total Estimated Project Cost 818 000 Total Reserve Balance $318,500 Service People Integrity Responsibility Innovation Teamwork The Water Department recommends the remaining funds stay within this CIP to provide continued utility support along the Southwest Arterial. Our proposed funding includes $662,000 from our 2017 fiscal year budget. Since this budget plan has not been approved, I recommend an alternate funding source to support this project. The following CIP funds are recommended as an alternate funding source: CIP NAME FUNDS FY16 740-1411 Water Main Extension $ 323,500 It would be my recommendation to freeze these current funds in support of this project until such time the budget for fiscal year 2017 has been approved.
