The Dubuque City Council met in special session at 6 p.m. on April 14, 2008, in the Historic
Federal Building following a guided tour of the Water Pollution Control Plant.
Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Voetberg,
City Manager Van Milligen, Assistant City Attorney O’Brien
WORK SESSION
Water Pollution Control Plant Renovation Project
Water Pollution Control Plant Manager Jonathan Brown introduced Randy Wirtz, and Tom
Foltz from Strand Associates, Inc., who provided an executive summary slide presentation
regarding the Water Pollution Control Plant facility planning process.
Wirtz and Foltz provided an overview of the WPC Plant beginning with a history of the plant,
its construction in the 1960’s, and subsequent modifications into the 1990’s. They then
discussed the four Project Drivers: 1) plant age, 2) performance/permit violations, 3) regulatory
changes, and 4) capacity/city growth. Major project elements included preliminary treatment,
sludge management, biological treatment, disinfection, peak flow management, and
administration and maintenance. Potential project costs were reviewed and a comparison
between incineration and anaerobic digestion was provided. Discussion was given to a “green
comparison” and the plant’s carbon footprint. Information on preliminary rate impacts,
comparisons for residential and commercial/industrial was reviewed in addition to rate
comparisons with other Iowa cities concluding with a preliminary project schedule.
CLOSED SESSION
At 7:49 p.m. Jones motioned to convene in closed session regarding pending litigation
pursuant to Chapter 21.5(1)(c) 2007 Code of Iowa. Seconded by Braig. Motion carried 7-0.
Upon motion the Council reconvened in open session at 8:19 p.m. stating that staff had
been given proper direction.
There being no further business, upon motion the Council adjourned at 8:20 p.m.
