City Engineer Gus Psihoyos recommends City Council acceptance of the public
improvement construction contract and authorize payment of the contract amount of
$81,934.10 to Midwest Concrete, Inc. forthe 2015 Asphalt Overlay Access Ramp
Project Four. The increase of $23,719.10 in cost was due to the construction of ten
additional ramps at street corners where no pedestrian access was available, thus
opening up the area for all pedestrian traffic at the New Haven/University Avenue
locations. The Arabian Trail area was added to avoid initiating another contract due to
the time of the season and the contractor's availability to complete the work.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the acceptance of the public improvement
construction contract for the 2015 Asphalt Overlay Access Ramp Project Four.
BACKGROUND
The 2015 Asphalt Overlay Access Ramp Project Four included the replacement of
twenty (20) non-compliant access ramps and an additional 10 ramps for a total of thirty
(30) directional ramps as per Public Right of Way Accessibilities Guidelines (PROWAG)
specifications in conjunction with the Public Works Asphalt Overlay Program and
involved the intersections of:
• University Avenue and Gilliam Street— single ramp
• University Avenue and Austin Street—two single ramps
• University Avenue and Brown Street—two single ramps
• University Avenue and Prysi Drive —two single ramps
• University Avenue and Ethel Street -- two single ramps
• New Haven Street and Prysi Drive — one double ramp and two single ramps
• New Haven Street and Mineral Street—four single ramps
• Mineral Street and Devon Drive — three single ramps
• Arabian Trail and Buckskin Court —two single ramps
• Arabian Trail and Palomino Court— one double ramp and two single ramps
• Arabian Trail and Clydesdale Court—two single ramps
• Arabian Trail and Carter Road — one single ramp
• North Grandview and Cerro Drive — one single ramp
DISCUSSION
The 2015 Asphalt Overlay Access Ramp Project Four was completed by Midwest
Concrete, Inc. of Peosta, Iowa in the final contract amount of $81,934.10. The increase
of$23,719.10 in cost was due to construction of ten additional ramps at street corners
where no pedestrian access was available, thus opening up the area for all pedestrian
traffic at the New Haven / University Avenue locations. The Arabian Trail area was
added to avoid initiating another contract due to the time of the season and the
contractor's availability to complete the work. Due to the topography of the area; all
sidewalks were installed to the maximum limits in an effort to achieve the proper slopes
mandated by Public Right of Way Accessibilities Guidelines (PROWAG) standards.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $81,934.10 to Midwest Concrete, Inc., for the 2015 Asphalt
Overlay Access Ramp Project Four.

REQUESTED ACTION
The City Council is requested to adopt the attached resolution to accept the
improvements and to authorize the payment of the contract amount of $81,934.10 to
Midwest Concrete, Inc., for the 2015 Asphalt Overlay Access Ramp Project Four.

RESOLUTION NO. 59-16
ACCEPTING THE 2015 ASPHALT OVERLAY ACCESS RAMP PROJECT FOUR
AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the 2015 Asphalt Overlay Access
Ramp Project Four (the Project) has been completed by the Contractor, Midwest
Concrete, Inc. (Contractor), the City Engineer has examined the work and recommends
that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $81,934.10;
WHEREAS, the Contractor has previously been paid $77,837.40, leaving a balance
of $4,096.70; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project is
hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $4,096.70 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa
Code chapter 26.13.
