Through the competitive quotation process for public improvements, the Catfish Creek
Interceptor Sewer Repair Project was awarded on February 18, 2016, to Top Grade
Excavating, Inc., in the amount of$159,000, which was 22.3% over the engineer's
estimate of probable cost of$130,000. The increase in cost between the estimate and
the final quote is due to the degree of difficulty associated with the project as it traverses
a creek and uneven terrains.
City Engineer Gus Psihoyos recommends that the award for the Catfish Creek
Interceptor Sewer Repair Project be officially recorded in the minutes of the City
Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Catfish Creek Interceptor Sewer Repair Project (CIP 7102607)
INTRODUCTION
The Catfish Creek Interceptor Sewer Repair Project will replace an estimated 287 feet of
18 inch and 24 inch diameter sanitary sewer located in the vicinity of Old Mill Road and
Rockdale Road. The pipe will be replaced with 30 inch diameter PVC which will be encased
in concrete where it crosses the creek. The project also includes replacement of two
manholes directly upstream and downstream of the pipe replacement along with repairs
necessary to several other manholes along the Catfish Creek Interceptor Sewer line.
The attached location map shows the section of pipe to be replaced crossing Catfish
Creek, north of the Rockdale Road Bridge.
BACKGROUND
In November 2014, the City approved an inspection and engineering services contract
with Redzone Robotics, Inc. of Pittsburg, Pennsylvania. The project was initiated following
the significant rain events that occurred on June 19th and June 30th, 2014 which resulted
in several sanitary sewer overflows to the creek. As the interceptor became inundated
with flood waters, the Catfish Creek Lift Station operated at maximum pumping capacity
for several weeks following the rain event, which can lead to premature wear and tear on
the lift station pumps. Redzone completed the inspection of 30 manholes and over 7,400
feet of sewer main using sonar, laser, and televising equipment. The reports from
Redzone clearly identified sections of the interceptor where flow is restricted due to heavy
debris and in one location the restriction is the result of an undersized section pipe. The
report along with visual inspections by engineering and public works department staff also
identified several manholes in need of immediate repair and possible replacement.
The improvements were summarized in the FY2016 budget under CIP 7102606, Catfish
Creek Interceptor Sewer — Granger Creek Interceptor Sewer and Catfish Force Main &
Lift Station Improvements. The Catfish Creek Interceptor Sewer Repair Project identified
in the CIP, will replace the section of sewer that is undersized along with replacement and
repair to several manholes examined during the 2014 inspections. Additional Catfish
Creek Interceptor Sewer projects will be forthcoming under CIP 7102606 including
continuation of the internal inspection project started by Redzone.

BUDGETIMPACT
Through the competitive quotation process for public improvements, this project was
awarded on February 18, 2016 to Top Grade Excavating, Inc. of Farley, Iowa, in the
amount of$159,000.00. This amount is 22.3% above the estimate of probable cost of
$130,000.00. The increase in cost between the estimate and final quote is due to the
degree of difficulty associated with the project as it traverses a creek and uneven terrain.
Such variability in cost is also reflected in the quotation results, as each contractor's
method to complete the work differs greatly as they will need to manage creek flows,
sanitary sewer flows, and the terrain.
