SUBJECT: 2015 Pavement Marking Project Phase I

City Engineer Gus Psihoyos is recommending acceptance of the public improvement
construction contract for the 2015 Pavement Marking Project Phase I, as completed by
SELCO, Inc., in the final contract amount of $57,887.81, which is a decrease from the
original contract of $71,887.81 due to the fact that SELCO was unable to complete all
the markings before the cold weather set in.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the public improvement
construction contract for the 2015 Pavement Marking Project Phase I.
BACKGROUND
The project provided for painting of the centerlines, lane lines, and edge lines, as well
as transverse markings including arrows, crosswalks on City owned streets.
DISCUSSION
The 2015 Pavement Marking Project was completed by SELCO, Inc. of Dubuque, Iowa
in the final contract amount of$57,887.81 which is a decrease from the original contract
amount of$71,887.81. The decrease was due to the fact that SELCO was unable to
complete all the markings before the cold weather set in.

ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution to accept the
improvements and to authorize the payment of the contract amount of$57,819.91 to
SELCO, Inc. for the 2015 Pavement Marking Project Phase I.

RESOLUTION NO. 60-16
ACCEPTING THE 2015 PAVEMENT MARKING PROJECT PHASE I AND
AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the 2015 Pavement Marking Project
Phase I (the Project) has been completed by the Contractor, SELCO, Inc. (Contractor),
the City Engineer has examined the work and recommends that the Project be
accepted; and
WHEREAS, the final contract amount for the Project is $57,819.91;
WHEREAS, the Contractor has previously been paid $54,928.91, leaving a balance
of $2,891.00; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project is
hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $2,891.00 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa
Code chapter 26.13.

PAVEMENT MARKING PROJECT PHASE I
The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that
he has inspected the 2015 Pavement Marking Project Phase I, and that said Project has
been performed in compliance with the terms of the Public Improvement Contract, and
that the total cost of the completed work is $57,819.91.
