Sealed bids were received for the Dubuque City Hall — Electrical Service Project. City
Engineer Gus Psihoyos recommends award of the construction contract to the low
bidder, Hawkeye Electric, in the amount of$28,915 for the base bid to replace the main
600 amp electrical service distribution panel, and Alternative #1 to install sub panels on
the first, second and third floors.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The attached resolution authorizes the award of the construction contract for the
Dubuque City Hall - Electrical Service Project.
DISCUSSION
MEP Engineers (MEP) of Dubuque, Iowa was contracted to assess the current
condition of the City Hall electrical service and determine if the service capacity needed
to be expanded. MEP has determined that current service is properly sized to meet the
current and envisioned future utilization of city hall. However during their assessment
they determined that the main breaker on the main service panel was frozen and unable
to trip. If the main panel becomes overloaded, the lack of a functioning main breaker
could cause an electrical fire. Replacing just the main breaker was investigated and
estimated cost more than 40% of the total cost to replace the whole panel. Thus MEP
and city staff recommend proceeding with replacing the complete main 600 amp
electrical service distribution panel.
BID RESULTS
Sealed bids were received for the project on February 17, 2016. Hawkeye Electric of
Dubuque, Iowa submitted the low bid in the amount of $28,915.00. This amount is 42%
under the estimate of probable cost. A summary of the bid proposals received is as
follows. Attached is a bid tabulation summary of all bids received from each contractor
along with the Add Alternate amounts. There were two alternate bid items on the
project: Alternate 1 — Install sub panels; Alternate 2 — Install 1,000 amp service.
Alternate #1 is being recommended for selection.

RECOMMENDATION
I recommend that the contract be awarded to Hawkeye Electric in the amount of
$28,915.00.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE DUBUQUE CITY HALL
- ELECTRICAL SERVICE PROJECT
Whereas, sealed proposals have been submitted by contractors for the Dubuque City
Hall - Electrical Service Project (the Project) pursuant to Resolution No. 31-16 and
Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa on
the 5th day of February, 201.
Whereas, said sealed proposals were opened and read on the 17th day of February,
2016 and it has been determined that Hawkeye Electric of Dubuque, Iowa, with a bid in
the amount of $28,915.00, is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Iowa
Erosion Control, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 7th day of March, 2016.
