Van Milligen, City Manager Mississippi Riverwalk & Amenities Public Works Director Mike Koch is requesting that the Receipt of Bids date for the Mississippi Riverwalk & Amenities Project be extended from March 19,2002, to April 4, 2002, due to the complexity of the project, and the award of contract date moved to April 15, 2002. I concur with the recommendation and respectfully request Mayor and City Council approval. Koch, Public Works Director Mississippi Riverwalk & Amenities INTRODUCTION The enclosed resolution establishes a new date for the Receipt of Bids for the Mississippi Riverwalk & Amenities Project. DISCUSSION Preliminary plan approval and authorization to publish for bids for this project were given by the City Council on February 21, 2002. The Receipt of Bids was to be March 19, with the Public Hearing and Award of Contract on April 1, 2002. This is an extremely large and complex project ($4,324,012), and the Engineering Division has received several requests from contractors and their subcontractors to allow more time for the preparation of the bids. We have heard from a significant number of contractors that the short bid period may limit the number of bidders on the project, and therefore, lessen the competition in the bidding process. RECOMMENDATION There is sufficient time within the framework of the construction season to move the Receipt of Bids back from March 19, 2002, to April 4, 2002. This would allow two additional weeks for bidders to work on their bids and award the contract on April 15, 2002. I recommend that the Receipt of Bids date be amended to April 4, 2002. ACTION TO BE TAKEN The City Council is requested to adopt the attached Resolution moving the Receipt of Bids date to April 4, 2002, and the award of the contract back to April 15, 2002. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That Resolution No. 98-02 is hereby rescinded and a new Resolution Ordering Bids is proposed in lieu thereof. Section 2. That the receipt of bids for the Mississippi Rive[walk & Amenities Project is hereby ordered to be amended to April 4, 2002, and the award of contract is hereby amended to Apd115, 2002.
