Napier Street Storm and Sanitary Sewer Reconstruction Project
Sealed bids were received for the Napier Street Storm and Sanitary Sewer
Reconstruction Project. Public Works Director Mike Koch recommends award of the
contract to the Iow bidder, Fondell Excavating, in the amount of $97,862.80.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Napier Street Storm and Sanitary Sewer Reconstruction Project
INTRODUCTION
The enclosed resolution provides for the award of the construction contract for
the Napier Street Storm and Sanitary Sewer Reconstruction Project.
DISCUSSION
The existing sanitary sewer that serves homes on Napier Street will be upsized
from six (6) inches in diameter and its fiat slope to eight (8) inches in diameter
and laid at a larger slope. The storm sewer will be replaced and the catch basins
will be improved. All these measures will improve stormwater drainage and
alleviate ongoing maintenance problems.
Sealed bids were received on March 7, 2002. Fondell Excavating of Dubuque,
Iowa, submitted the iow bid in the amount of $97,862.80.

RECOMMENDATION
I recommend that the construction contract be awarded to Fondell
Excavating in the amount of $97,862.80.
BUDGET IMPACT

There is a slight increase in the engineer's estimate from the time of the project
initiation. The original construction estimate was $97,733.45. The slight
increase ($2,779.99) in the engineer's estimate is mainly the result of adding to
the project the removal of the steps that begin at Kaufmann and extend up the
hill toward Napier Street.
The project will be funded with a Fiscal Year 2002 General Fund appropriation of
$46,000 and a Fiscal Year 2002 Sanitary Sewer Construction Fund appropriation
of $68,000. The remaining balance of $9,762.17 will come from the General
Sanitary Sewer and Storm Sewer Repair funds.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution awarding the
Napier Street Storm and Sanitary Sewer Reconstruction Project to Fondell
Excavating.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 13th day of February, 2002, plans, specifications, form of contract
and estimated cost were filed with the City Clerk of Dubuque, Iowa for the Napier Street
Storm & Sanitary Sewer Reconstruction Project.
Whereas, notice of hearing on plans, specifications, form of contract, and estimated
cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are hereby
approved as the plans, specifications, form of contract and estimated cost for said
improvements for said project.

AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the Napier
Street Storm and Sanitary Sewer Reconstruction Project pursuant to Resolution No.
and notice to bidders published in a newspaper published in the City of Dubuque,
Iowa on the 22® day of February, 2002.
Whereas, said sealed proposals were opened and read on the 7th day of March,
2002, and it has been determined that the bid of Fondell Excavating of Dubuque, Iowa, in
the amount of $97,862.80 was the lowest bid for the furnishings of all labor and materials
and performing the work as provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Fondell Excavating and
the Manager be and is hereby directed to execute a contract on behalf of the City of
Dubuque for the complete pedormance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.
