The application, staff report and related materials are attached for your review. Discussion Associate Planner Kyle Kritz reviewed the Final Plat, noting the location of the property, the number of lots being created, that Roasting Solutions is under construction on Lot 1, and has purchased Lot 2 for future expansion area. The City will retain ownership of Lot 3 for future development. Staff reviewed the topography of the parcel relative to Seippel Road, and the construction of a new cul-de-sac as a public street. Staff noted the Plat is in substantial compliance with City Code and SUDAS. There were no public comments. The Zoning Advisory Commission discussed the request, and had no objections. Recommendation By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. Kritz, Associate Planner SUBJECT: Final Plat Dubuque Industrial Center South Third Addition INTRODUCTION The submitted Final Plat of Dubuque Industrial Center South Third Addition subdivides an existing parcel into three lots. In addition, the right-of-way for a future public street is platted. The subject property is located north of Seippel Road between Cousins Road and Cottingham Road. DISCUSSION The submitted Final Plat of Dubuque Industrial Center South Third Addition facilitates the sale and development of this portion of the Dubuque Industrial Center South encompassing 21.25 acres. Currently, Roasting Solutions, Inc. has a building under construction on Lot 1. Lot 2 provides for future expansion of Roasting Solutions, Inc. Lot 3 will remain under the ownership of the City of Dubuque for the time being. As part of the Final Plat, Lot A is dedicated to the City for a cul-de-sac to be named Verena Court. Because the elevation of this parcel is higher than this section of Seippel Road, there are limited access points for future development. The construction of Verena Court allows for appropriate access for Lots 1, 2 and 3, and complies with adopted codes for sight visibility along public roadways. The submitted Final Plat also provides for adequate extension of City utilities and appropriate public utility easements to serve all three lots. RECOMMENDATION The submitted Final Plat of Dubuque Industrial Center South Third Addition is in compliance with the Unified Development Code, and Planning staff would request that the Zoning Advisory Commission review and recommend approval of the Final Plat to the City Council as submitted. That the final acceptance of all public improvements shall occur upon certification of the City Engineer to the City Council that all public improvements have been completed in accordance with the improvement plans and City standard specifications.
