Room 1 Present: Pat Steinberg, Chairperson Don Gagne Pam Gagne Tim Horsfield Dan LoBianco Bill Sclllickman Cheryl Sheldon, Recorder Chairperson Pat Steinberg called the meeting to order at 2:05 p.m. © © Each member introduced themselves to Tim Horsfietd, the new Parking System Manager. Don Gagne moved that the minutes of the September 21, 2000, meeting be approved as submitted by the Recorder. Steinberg seconded the motion. The motion was carried by the following vote: Gagne--aye, Horsfield--aye, LoBianco-aye, Schlickinan--aye, Steinberg--aye The disabled citizen parking space utilization report was discussed next. Horsfield mentioned that there will be nine disabled citizen stalls in the new Fourth Street Parking Ramp. LoBianco suggested that the ut'flization be completed during a different month than August. Horsfield menlioned that we could do the collections on a quarterly basis to show usage during each quarter. Meter L-4-2, which is next to Five Flags Civic Center, doesn't list any monies received but is mainly used during evening performances at the civic center. It was questioned as to how much this meter is used during the evening hours. After further discussion of the report, Steinberg motioned to accept the u 'tfli~ion report as submitted and LoBianco seconded the motion. The motion was carded by the following vote: Gagne--aye, Horsfield--aye, LoBianco--aye, Schlickman--aye, Steinberg--aye Don and Pam Gagne reviewed the residential disabled citizen parking spaces that they evaluate each year. In the year 2000 they denied one permit out of t 5 applications and in the year 2001 they denied five out of 31 applications. Para noted that the majority of the requests are being submitted by applicants in their 30's and 40's. There are currently close to 80 designated disabled stalls in the residential area_ Construction has begun on opening Main Street in the Plaza from Fifth to Ninth Streets. Thirty- four meters are to be installed with one to two disabled meters located in each block. Steinberg recommended that the Committee have input as to the placement of the disabled meters. The Colts Dram and Bugle Corp had asked the Committee to change meters C-11-1 and 11-4-11 to disabled meters with two-hour time limits. Gagne made a motion to change both of these meters to disabled citizen stalls but to leave the time limits the same as they currently are. Steinberg seconded the motion~ The motion was carried by the following vote: Gagne--aye, Horsfield-aye, LoBianeo--aye, Schllckman--aye, Steinberg--aye Al~er discussion, Gagne made a motion to table the request from Jerry's Pawn Shop to change the designation on meter C- 17-10 from disabled because it has been over a year since the request was submitted and no further correspondence has been received. Horsfield seconded the motion. The motion was carried by the following vote: Gagne--aye, Horsfield--aye, LoBianco--aye, Schlickman--aye, Steinberg--aye Steinberg suggested that Committee members submit to her qualified and interested applicants for replacement of the vacancy left by deceased member Richard Billmey~r and current member Tom Jackson. She would like to avoid winter meetings ifposs~le--perhaps October would work better for all the Committee members.
