Van Milligen, City Manager SUBJECT: Progress of Integrated Pest Management Work Group Including Recommendation of Nine Pesticide Free Parks DATE: March 16, 2016 Leisure Services Manager Marie is transmitting information on the progress of the Integrated Pest Management Work Group and recommendation of nine pesticide free parks. The Integrated Pest Management Work Group was established by the City Council and has been meeting and sharing information. To date the group has been working on guiding principles, ground rules, definitions, goals, review of information presented by DBQ Poison Free Parks, review of current operations within the City, and review of applicable ADA information. It was shared with the City Council that if the Work Group determines positive actions toward integrated pest management that can be implemented prior to Council presentation, they would not have to wait until the Integrated Pest Management was adopted. Leisure Services staff has reviewed several items that can be implemented prior to the Integrated Pest Management adoption. The Leisure Services Department, Park Division has committed to making nine parks pesticide free in 2016. These include: 1. Allison Henderson Park... 1500 Loras Boulevard 2. Cleveland Park................ 625 Cleveland Avenue 3. Falk Park ......................... 1701 Earl Drive 4. Riley Park........................ 3556 Lunar Drive 5. Pinard Park...................... 2819 Pinard Street 6. Southern Park.................. 200 Southern Avenue 7. Teddy Bear Park.............. Gabriel Drive and High Cloud Drive 8. Welu Park........................ 3655 Welu Drive 9. Maus Park ....................... Huff Street Additionally, Usha Park, which is located at 3937 Pennsylvania Avenue, will be the first pilot for The Pesticide Reduction Zone System similar to the Lawrence, Kansas program. The park will not be sprayed with pesticides except in a specific zone related to the bioswale and parking lot. The bioswale was planted in late 2014 with 2015 being its first year of establishment. The bioswale is planted with native perennial plants. These plants take about three years to establish strongly. During the establishment period weeds and other competitive plants establish easily. This zone will require the use of limited pesticides; however, the remainder of the park will be pesticide free. In each of these areas listed above Leisure Services staff will engage the DBQ Poison Free Parks and any other volunteers willing to pull weeds in the playground areas. Meetings will be held in the coming month to discuss a notification process for when chemical spraying is to be done in and on City property. Currently City staff and contractors follow the notification that is outlined by the laws of the State of Iowa. It has been requested that additional notification happen. Meetings with appropriate City staff in various departments will be held to review the current methods and options for the future. BACKGROUND In December of 2015 the City Council established an Integrated Pest Management Work Group with responsibility to bring a policy through the Parks and Recreation and Environmental Stewardship commission to the City Council by July 1, 2016. Environmental Stewardship Commission Integrated Pest Management (IPM) is to be developed to cover all city facilities and grounds. The work group will be consulting with the Building, Fire, Parking, Water, Water Resource and Recovery and other departments that may use pest control methods specific to their department that should be considered in the development of the IPM. In the IPM development considerations are given to mandated maintenance which for example must happen on areas like the flood wall. Of this list Maus Park is the only park that does not contain a playground. Parks were chosen that were throughout the Dubuque community as you can see in looking at the map that is attached at the end of this memo. They are highlighted in pink. The pesticide free approach in these parks begins immediately. Work has begun with the Public Information Office to develop signage that will be placed at each of these parks so the public will know these parks are pesticide free. Some of these parks are contract mowed. The bid forms have been changed to reflect that they are pesticide free and that the contractor is not allowed to perform any chemical control in this park. Additionally there will be information posted on the city's website and in the Leisure Services summer program guide.
