Minutes Historic Pres 2 21 02MINUTES REGULAR SESSION Thursday, February 21, 2002 5:00 p.m. Auditorium, Carnegie Stout Library 360 W. 11th Street, Dubuque, Iowa D ^FT PRESENT: Chairperson Terry Mozena; Commission Members Ken Kringle, Jim Gibbs, Chris Wand and Audrey Henson; Staff Members Laura Carstens and Wally Wemimont; Building Services Manager Rich Russell and Neighborhood Development Specialist Jerelyn O'Connor. ABSENT: Commission Members Pam Bradford and Suzanne Guinn. AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting was being held in compliance with the Iowa Open Meetings Law. CALL TO ORDER: Chairperson Mozena called the meeting to order at 5:05 p.m. MINUTES: Motion by Wand,~seconded by Henson, to approve the minutes of the January 17, 2002 as submitted. Motion was approved by the following vote: Aye- Kringle, Wand, Henson and Mozena; Nay- None. DESIGN REVIEW: Application of David Cox for a Certificate of Appropriateness to build a front porch located at 460 Loras Boulevard (tabled) in the W. 11~h street District. David Cox presented his applicatiOn. He stated that currently, thers is no porch located at 406 Loras Boulevard. He said the porch would be large enough to cover a concrete stoop located on the front of the building, and that the porch design will resemble the wood moldings located above the windows on the pdmary fa~:ade: He also stated that he would like to remove the storm doors on the front of the building in order to show the original doors that are located on the structure. Mr. Cox stated that the wood molding above the door would be removed and placed on the front of the porch overhang. NOTE: Commissioner Jim Gibbs entered at 5:10 p:m. Mr. Cox explained that the storm doors currently obstruct the view of decorative columns that are located in the entryway into the structure. Commissioner Wand discussed the possibility of the triple post support system at the corners of the porch as originally discussed in a previous design review; Mr. Cox explained that the three posts located the comers of the porch overhang will obstruct the view of the columns that are located in the doorway. The Commission discussed the profiling of the front of the porch. Staff Member Wemimont explained that the porch Histodc Preservation Commission February 21, 2002 Page 2 would need to receive Zoning Board of Adjustment approval for the setback. Motion by Wand, seconded by Kdngle, to approve the porch deskjn as presented with the condition that the porch receives Zoning Board of Adjustment approval for the setback. Motion was approved by the following vote: Aye- Kringle, Gibbs, Wand, Henson and Mozena; Nay - None. DESIGN REVIEW'.. Application of David Cox for a Cert~cate of Appropriateness to redesign front porch located at 407-409 Loras Boulevard (taMed) in the W. 11th Street District~ David Cox stated that he would Iike to table his application. He said that he has located an historic photo of the original porch and that he would like to restore the front porch to its original appearance. Motion by Wand, seconded by Mozena, to table the application for 407-409 Loras Boulevard at the owner's request. Motion was approved by the following vote: Aye - Kdngle, Gibbs, Wand, Henson and Mozena; Nay - None. DESIGN REVIEw: Application of Durrant Group/Dubuque County Historical Society for a Certificate of Appropriateness to renovate extedor of Woodward Riverboat Museum located at 3rd & Ice Harbor, Chris Wand, Durrant Architects, presented the application. He stated that the Woodward Riverboat Museum will be tuck-pointed and will have new wood storm windows installed. Mr. Wand stated that the windows will have some shading and that he had discussions with the State Historic Preservation Office, who said that the shading on the windows would be allowed. Mr. Wand also described the sprinkler system that would be installed in the building. Mr. Wand then described the roof of the existing structure, and eXPlained that the new roof will have a lower Pitch and have stones located on top of it. He said the museum's gutters and downspouts will be reinstalled and that they will be made of a prefinished metal. Mr. Wand stated that the metal wilt he removed from the windows, the cedar stairs will remain and gutters will be installed and located on every third pilaster located on the building. Mr. Wand stated that the windorws would he scraped and painted, and repaired as needed with historic wood potty. Mr. Wand noted that Tacie Campbell of the Dubuque County Historical Society has been researching the structure for the historic paint color of the building. Mr. Wand reported that Mrs. Cem~bell stated that the color was probably green. Mr. Wand said there would be some mechanical work done to the building to relieve humidity problems located in the structure. He also stated that the Department of Transporbd~m and the State H~ Preservation Office are currently reviewing the material that is being presented to the Historic Preservation Commission for their final Histodc Preservation Commission February 21, 2002 Page 3 approval. Staff Member Carstens presented the staff report. She stated that the project is receiving federal funds and the Histodc Preservation Commission is reviewing the project as part of the Section 106 review. Motion by Gibbs, seconded by Henson, to approve the application as presented. Motion was approved by the following vote: Aye - Kringle, Gibbs, Henson and Mozena; Nay - None; Abstain - Wand. DESigN REVIEW: Application of Ronnie McDonald for a Certificate of Appropriateness to redesign an addition at rear of building located at 1004 Bluff Street in the Jackson Park District. Ronnie McDonald presented his application to the Commission, which included demolition of a rear addition. He stated that the proposed addition will be constructed of materials that will match the existing materials in the original structure. Mr. McDonald stated that the roof design will mimic the gables and roof pitches of the existing building. He explained that the garage door will have a carriage style door. Mr. McDonald explained that the door will be a painted panel door. Mr. McDonald explained that he is currently applying for funding for the roof from the Housing and Community Development Depa,~uuent. The Historic Preservation Commission discussed if the property was located in a demolition districL Staff Member Carstens stated that the property is located in a demolition district; however, it also is located in an historic preservation district, and the Commission has review and authority over demolitions taking place in histodc districts. Staff Member Carstens presented the staff report. She explained that the current addition is not in keeping with the historic structure. The Commission discussed the design. Commissioner Wand discussed the proposed sefl~ack for the porch area located on the addition. Mr. McDonald stated that the door will be setback 42 inches from the front of the addition. Mr. McDonald noted that there is an existing 42-inch offset on the other side of the gabled end. Mr. McDonald stated that the windows will match the existing ones located in the original structure and that they will be made of wood. He also stated that the roof will he covered with asphalt shingles to match the existing shingles on the original structure. Historic Preservation Commission February 21, 2002 Page 4 PUBL3C WORKSHOP: Presentation of Architectural/Histodc Survey/Evaluation Phase Staff Member Carstens introduced Jim Jacobsen of History Pays!, who was the consultant hired to survey the properties in Phase IL Jim Jacobsen presented the architecturaLflfistoric survey/evaluation. He explained that he produced the Phase I and Phase I! surveys, and in addition to the surveys, the Multiple Property Document~ Mr~ Jacobsen said he has all the information and that he has created on a CD-Rom that will be submitted to the City for their records. Mr. Jacobsen stated that Molly Myers-Naumann, Denise Vondran and Mary Loney Bichell were members of a team who helped produce the Phase II survey report. Mr. Jacobsen reviewed the high points of the report. Mr. Jacobsen explained that in the Phase ! report, there were not many properties that were National Register eligible because there were a large number of vem~lar structures. He stated that typically, vernacular structures do not have a high enough architectural significance rating in order to be placed on the National Register of Historic Places. He said that the Phase II survey was focused mainly buildings that are mede of brk'..k or are framed, and not covered with vinyl or aluminum siding. He noted that there are meny differences between the Couler Valley are and the Eagle Point area. He stated that front gable buiJdings are the more dominant type of strdcture in the Eagle Point area and that in the Couler Valley area he found a lot of side gable stnJctums with rear porches. Mr. Jacobsen noted that it wes very hard to find historical information on the structures in the Phase I! survey area because addresses and street names have been changed. Mr. Jacobsen noted that it was very difficult to photograph the entire area that was being surveyed. He said that the Couter Valley could be photographed from an overview. He stated that there was no overview from which the entire Eagle Point area could be photographed. Mr. Jacobsen stated that the Multi-Property Document didn't change much; however, there was the addition of a section with references to churches located in the area. He stated that he has included a list of properties that are eligible to be placed on the National Register of Historic Places, He said in the document that he explained that there are six different types of categories that structures could be categorized in. He stated that he strengthened and explained the vernacular type of style of architecture more thoroughly in the document~ He noted that he and Denise Vondran focused on adding a section that references churches in the document. Mr. Jacobsen noted that the~e are recornmendatiens noted on page 309 of the document that refer to properties that should be surveyed in the futrure. Histodc Preservation Commission February 21, 2002 Page 5 Mr. Jacobsen added that he is currently working Nationat Register nominations for the Town Clock building, the Grand Opera House, and the Walsh Store Building. Staff Member Carstens discussed the Phase 111 architectural/historic survey/evaluation of the Central Business District and Warehouse District. She stated that the City Council has approved a grant agreement and a contract with the State Historic Preservation Office. The Commission discussed the possibility of distributing copies of the Phase II survey materials to the Housing and Corm'nunity Development Department, the Center for Dubuque History and the Dubuque County Historical Society~ Consensus was to finalize the distribution of the survey materials at the next meeting. There wes no public input. ITEMS FROM STAFF: W'mconsin Historic Building Code Building Services Manager Rich Russell presented the Wisconsin Historic Building Code to the Historic Preservation Commission. He discussed the problems that current commercial buildings located downtown have with meeting the current required building code. He explained that the Building Services Department currently uses the Uniform Building Code and also the Uniform Code for Building Conservation. He said according to the Wisconsin Historic Building Code structures are rated on certain parameters and given a total point score. Mr. Russell explained that the goal for a strL~"~Jre or building is to have a positive score. He noted that you can have a negative score in one parameter;, however, that co~d be offset by a peeve score in another parameter. He added that property owners would not be required to follow this code. Rather, they would have a choice of the two other codes that are current~ being used in the City of Dubuque or this new code. He explained that the Wisconsin Historic Building Code describes some qualifications of a structure in order to be classified as an historic structure. Comm[ssic~er Gibbs explained that some properaes currently are not economicaliy feasible to reuse because of the requirements of the current building codes. The Commission discussed that they are in favor of a mere flexible code. Mr. Russell explained that he would like a letter of support from the Historic Preservation Commission. Motion by wand, seconded by Gibbs, to send a letter in support, of the Wisconsin Historic Building Code to the City Council. IT~ FRO~ COMMISSION: The Commission thanked staff for reporting on propedJes that the staff signed off on in the month of February. Historic Preservation Commission February 21, 2002 Page 6 The Commission discussed the Certified Local Government Report that was submitted to the state. Staff Member Wernimont explained that the Four Mounds Estate Historic District and the Town Clock building have been listed on the National Register of Historic Places. The Historic Preservation Commission discussed the possibility of creating a media retease to the media about the Four Mounds and Town Clock buildings being listed on the National Register of Historic Places. Consensus was to prepare a media release on the National Register listings.
