MINUTES OF

Kathy Stevens called the meeting of the Dubuque Human Rights Commission to order at 4:19 p.m. on
Monday, February 11, 2002 in Conference Room 2 at the City Hail Annex.

Approval of Minutes:
Judy moved to approve the January 14, 2002 meeting minutes. Chuck seconded.
Commissioner O'Shea offered a fdendly amendment requesting an addition to the minutes regarding
the request for staff to inform the Commission as to the time and costs associated with the Taylor v.
Farmland appeal to the Iowa Supreme Court.
All in favor of accepting the minutes as amended.
Caseload Report:
Carol summarized the January Caseload Report. There were 42 intakes, 0 cases in backlog, 5 cases
under active investigation, 4 cases in mediation/conciliation, 1 case in ALJ review, 2 cases in the
public hearing process, 0 new cases filed, and 0 cases were closed. The case synopsis involves age
discrimination in the area of employment.
Guest Speaker:
Alan Garfield, a member of Temple Beth El, shared insight on the history, issues, and concerns of the
Jewish community. Mr. Garfield invited Commissioners to attend a community service on Mamh 8a at
6:30 p.m.
Vice-Chairperson's Report:
Kathy distributed recent copies of the Central Alternative High School publications.
Director's Report:
Kelly provided a written reported on past and future initiatives.
Director to Recommend DHRC #3935 Proceed to Public Hearing
Kelly recommended that DHRC 3935 proceed to the public headng process. Commissioner O'Shea
moved to approve that DHRC 3935 proceed to public headng. Commissioner Jackson seconded. All
in favor of proceeding to public hearing.
Mart/asked that that Commission consider having Commission members sit with the ALJ when
headng the case.
Updates from Committee Chairs on Goal Ac~dvities
Commissioner Stevens continues to wdte the monthly TH column. This month's article is on
harassment in housing.
Commissioner Giesen provided an update on the Spanish lessons.
Commissioner Giesen provided an update on planning activities for Faces & Voices. The next
program committee meeting is February 20 at 5:30 p.m. at the Loras Alumni Center in the Mary Alexis
Room.
Commissioner Jackson will speak to the Chamber of Commerce on the behaviour toward African-
Americans in the community.
Commissioner Orientation/Training:
Commissioner Stevens briefly reviewed meeting protocols.
Future training will include an overview of the different areas of the law, and public headng training.
Commissioner Oswald moved to conduct a separate training session commencing after 5:00 p.m.
Commissioner Giesen seconded. All in favor. Commissioners will set a date for training at next
month's meeting.
Parris v. Mare Remand:
Bill reviewed options for dealing with the District Court's remand in the Pards v. Maro case. It was
suggested that Kathy, Marry and Evelyn draft the proposed findings of fact in regard to the decision
made by the Commission. It was also the consensus of the Commission that they read the entire
record. They will then set a special meeting to review and discuss the proposed findings of fact and
then have a final vote.
Commissioner Oswald moved that Commissioners read the entire record, and set a date to review
and discuss the proposed findings of fact. Commissioner Giesen seconded. Ail in favor.
The Commission will meet on February 2't, 2002 at 4:30 p.m. in Conference Room 2.
Discussion on Officer Elec~ons:
Kathy asked that Commissioners think about officer elections that will take place dudng next month's
meeting. Commissioner Ryan nominated Judy for chair. Leu seconded. Chuck nominated Kathy for
vice-chair. No other nominations. Commissioners will vote at next month's meeting.
New Business
Commissioners will set a date for training at next month's meeting. They will also set a date to review
the proposed ordinance and rule amendments.
Bill moved and Raydora seconded to adjourn the meeting. All in favor. The meeting adjourned at

With the absence of the current acting chair, Kathy Stevens, Marty moved to appoint Judy Giesen as
Acting Chair, Chuck seconded. All in favor.

p.m. on Thursday, February 21,2002 in Conference Room 2 at the City Hail Annex.

Commissioner O'Shea moved that the Human Rights Commission reject the decision of the
Administrative Law Judge and finds no discrimination in the case of Parris v. Maro. Commissioner

The Commission's finding of fact will be prepared and included in the Final Order which will be
