Minutes Mechanical Bd 3 5 02MINUTES OF MEETING MECHANICAL BOARD DATE: Tuesday, March 5, 2002 TIME: 4:00 P.M. PLACE: Conference Room B, City Hall, Dubuque, IA. CHAIR: Tom Giese, Chairperson MEMBERS PRESENT: Tom Giese, Todd Geisler, Harlan Willenborg, Dave Grothe MEMBERS ABSENT: Paul Brashaw STAFF: Joe HaAman MEDIA: None OTHERS: None Meeting was called to order at 4:07 P.M. by Chairman Giese and announced that it was being conducted in accordance with Iowa Open Meetings Law. Minutes of last meeting were read and motion made by Dave Grothe, seconded by Harlan Willenborg to accept as read. Order of business was as follows: Dave Grothe made a motion to add the Journeyman Sheet Metal test to the list of competencies offered by the City, and grandfather into this class anyone already possessing a competency in B1, B2, I, B, H, 2, 4, 7 or 8. Motion was seconded by Tom Giese. Motion passed. Dave Grothe made a motion to recommend to the City to adopt a requirement for apprentice/helpers, and to clarify the issue of competency holders on the job, as outlined in a previous meeting held on June 11,1996 (copy attached). Motion was seconded by Harlan Willenborg. Motion passed. Tom Giese made a motion to amend the Mechanical Ordinance to limit the number of board members to five (5) members instead of the seven (7) now required. It has been difficult to find seven people to serve; therefore, if only three people show up for a meeting, it has to be cancelled due to lack of a quorum. Motion was seconded by Dave Grothe. Motion passed. Dave made motion to adjourn, seconded by Harlan. Meeting adjourned at 5:30 P.M. Approved this day of J~Ha~/r~n, Secretary ,2002. Chairperson Apprentices to be registered: The employment of unregistered apprentices is prohibited. No holder of a certificate of registration shall hire or employ any apprentice to perform any work regulated by this code unless the apprentice is actually in the presence and under the direct supervision of a holder of a certificate of competency who has been certified by the mechanical board as being competent to perform the act or acts governed by this code. Supervision shall mean the physical presence of a certificate of competency holder on the job site. Every person who desires to perform the work of an apprentice shall register as an apprentice with the mechanical board at the time of entering such employment. Apprentice registration shall expire on the thirty-first day of December of each year and shall be renewed prior to the expiration date. The apprentice shall pay an annual registration fee as set forth in Table No.3-B with said fee being paid initially upon employment and annually thereafter upon registration. The ratio of apprentices/helpers to certificate of competency holders at any time shall not exceed the ratios given in Table No. 3-C. Employment of an unregistered apprentice/helper shall be grounds for the suspension or revocation of the employee's certificate of registration.
