at 6:15 p.m. at the Library
Auditorium
Present: Mayor Pro-Tem
Michalski, Council Members
Buol, Cline, Connors, Markham,
Nicholson; City Manager
Michael Van Milligen
Absent: Mayor Duggan
Mayor Pro-Tem Michalski read
the call and stated this is a spe-
cial session of the City Council
called for the purpose of dis-
cussing various City budgets
and such other business that._
may come before the Council.
City Manager recommending
initiation of the public bidding
process for the Mississippi
Riverwalk and Amenities Project
and setting a public hearing for
April 1, 2002. Buol moved
adoption of Resolution No. 96-
02 Adopting preliminary plans
and specs, Resolution No. 97...
02 Setting date of hearing on
plans and specs, and Resolution
No. 98-02 Ordering bids.
Seconded by Markham. Motion
carried 6 - 0.
The Planning Services
Department Budget was pre-
sented and 'discussed. Steve
Homian of the Dubuque Area
Chamber of Commerce spoke_
in support of proceeding with
the Downtown Master Plan.
Terry Mozena, Chair of the
Historic Preservation
Commission, expressed -appre-
ciation for the City Council's
support of their programs. Dr.
Mary Lynn Neumeister
expressed appreciation for sup-
port of the Long Range Planning
Advisory Commission and corn-
mented that the Commission
was concerned that there was
not sufficient Planning Services
staff to undertake the Zoning
Ordinance Update. Tammy
Pfab, representing the Old
House Enthusiasts, requested
continued support for historic
preservation efforts. Dart_
LoBianco, Dubuque Main
Street, stated appreciation for
the Downtown Master Plan.
Dave Stuart, 1470 Locust Street
stated his appreciation for the
Planning Services staff. There
was Council consensus that the
Zoning Ordinance update
should be discussed at the next
goal setting session.
The Economic Development
Department budget was pre-
sented and discussed.
The Transit Division budget
was presented and discussed.
John VanderMeulen, Transit
Division employee, raised vari-
ous issues concerning the
Transit Division budget. Pat
Healy, 227 Bryant, spoke
regarding additional funding for
part-timer drivers and in the
maintenance area.
The Parking Division budget
was presented and discussed.
Michalski expressed concern
about the lack of sufficient hand-
icapped • parking spaces
throughout the City, especially
at the Five Flags Center and_
Library.
Mayor Pro-Tem Michalski
opened the public hearing on
the Fiscal Year 2003 Community
Development Block Grant
Annual Plan. Walt Pregler, 2966
Shiras Avenue, expressed con-
cern for, the reallocation of
$15,000 from the CDBG
Contingency Fund to the,
Historic Preservation
Homeowner Grant Program.
Terry Mozena, Chair of the
Historic Preservation
Commission, spoke in support
of the reallocation. Upon motion
the public hearing was closed.
The Housing and Community
Development Department bud-
get was presented and dis-
cussed.
