The City of Dubuque Zoning Advisory Commission has reviewed the above,cited request.
The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request noting that the submitted plat will facilitate
construction of a 19-unit rooming and boarding house on Lot 2.
Staff reviewed the submitted plat and stated that the lots do provide sufficient lot area and
frontage as required by the City's subdivision regulations.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the submitted plat is in
substantial compliance with the subdivision regulations.
Recornrnendation
By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request,
A simple majority vote is needed for the City Council to approve the request.

Minor Final Plat of Davis Place No. 2
INTRODUCTION
Mr. Scott Potter has submitted a minor final plat of Davis Place No. 2 for three lots
along Garfield Avenue. The City of Dubuque Planning Services and Engineering
Departments have reviewed the final plat jointly.
DISCUSSION
The submitted minor final plat for Lots 1 thru 3 of Davis Place No. 2 shifts interior lot
lines on three existing lots to create three new lots. Each of the three new lots will have
in excess of 50 feet of frontage and 5,000 square feet in area; therefore, meeting
minimum requirements for lots in an OR District. Lot size will vary from 8,300 square
feet to 10,600 square feet. Each lot will have frontage on Garfield Avenue and abut a
City alley at the rear. There is an existing 20-unit rooming and boarding house on Lot
3. Lot 2 is currently vacant and there is an existing single-family residence on Lot 1.
The existing residential structures on Lot 1 and Lot 3 will meet the minimum setback
and lot coverage requirements for the OR District. Each structure also has the required
amount of off-street parking. The 19-unit rooming and boarding house proposed for Lot
2 will also meet setback, lot coverage and off-street parking requirements.
Shifting the boundary of Lot 1 approximately 20 feet south will make the lot conforming
in the amount of street frontage, which was formerly substandard, and also place the lot
line approximately 10 feet south of the existing residence; therefore, eliminating a non-
conformity in setback.
RECOMMENDATION
Staff recommends that the Zoning Advisory Commission approve the Final Plat of Davis
Place No. 2 as submitted.

RESOLUTION NO.. 147-02
RESOLUTION APPROVING THE FINAL PLAT DAVIS PLACE II IN THE CITY OF
DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk a Final Plat Davis Place II in the City
of Dubuque, Iowa; and
Whereas, said plat of survey has been examined by the Zoning Advisory Commission
and had its approval endorsed thereon; and
Whereas, said plat of survey has been examined by the City Council and they find that
it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Final Plat Davis Place II is hereby approved, and the Mayor and
City Clerk are hereby authorized and directed to endorse the approval of the City of Dubuque,
Iowa upon said final plat.
