Van Milligen, City Manager Laura Carstens, Planning Services Manager Land and Water Conservation Fund Grant Application for Harvest View Estates Park INTRODUCTION This memo transmits for City Council approval a resolution authorizing submission of a Land and Water Conservation Fund (LWCF) grant application to the Iowa Department of Natural Resources (IDNR) for the Harvest View Park. A map, Capital Improvement Program (CIP) budget, and resolution are attached for City Council consideration. DISCUSSION The IDNR provides federal LWCF funds to cities as a pass-through grant from the National Park Service for the acquisition and development of parks and recreation facilities. The City has received two LWCF grants for the Riprow Valley project. At the recommendation of Gil Spence, Leisure Services Manager, the LWCF grant monies will be used for the development of a neighborhood park on the land donated to the City of Dubuque by the Harvest View Development Group. The property is located on the north side of Asbury Road, east of the Northwest Arterial and west of Dennis Kitchen Funeral Home. The 1 acre park will include play equipment, landscaping amenities, a sidewalk, and a gazebo. Harvest View Park is included in the ClP for Fiscal Year 2004 with a total budget of $121,500 from the City's General Fund. The grant application is for $50,000. If the grant is received, the City funds budgeted for this project will be reduced by $50,000 to $71,500. RECOMMENDATION I recommend that the City Council approve the attached resolution: Acquisition or Development for Outdoor Recreation and authorize the Mayor to sign the Resolution, Project Proposal Application, and Project Agreement General Provisions. JUSTIFICATION - Developers of this subdivision have donated this site to the City for park purposes with an agreement that the park will be developed by February 2004. This park would serve the subdivision and the immediate area surrounding it. W~th no park land north of Asbury Road, this site wou d be a welcome add t on to the City s park system.
