September 25, 1959 To the Honorable Mayor and City Council Dubuque, Iowa Gentlemen: The complaint of Frank J. Hick- ey relative to parking of cars in the alley from 15th to 16th Streets between Iowa and Central Avenue was referred to the City Manager and also the request of the Council that the alley between White and Central from 14th to 17th Streets be investigated for possible park- ing corrections. I had the Police Traffic Depart- ment investigate all of the alleys north of Loras Boulevard for dif- ficulties they have encountered in regulating the parking of vehicles, Because of the business character of Central Avenue, the Traffic De- partment is recommending that these particular alleys be treated in the same manner as those sur- rounding the Central business dis- trict. From the standpoint of fire protection, this area is every bit as hazardous as other sections in which parking is prohibited. It is recommended that the alley east of Central from East 14th to East 18th be included in Schedule VIT of Ordinance 33-49 and the alley west of Central Avenue from Loras to West 17th be included in Schedule VII of Ordinance 33.49 and that the City Solicitor be in- structed to prepare the proper or- dinances. Upon investigation by the Traf- fic Department, it was determined that this request had definite merit and should be granted, Some years ago parking was prohibited on the east side of Heeb Street and Clarke Drive, which is a continua• tion of Heeb Street to North Main, is just as important to motorists traveling on this street as is Heeb Street, It is recommended that parking be prohibited on the northerly side of Ciarlce Drive from its in- tersection with the east line of Heeb Street to the east line of North Main Street and that the City Solicitor be instructed to pre- pare the proper ordinance. The Cornniission is of the opin- ion that in the future, this street would be needed for access to the large area and would also set a precedence which could result in all the entrance streets to this area, not now being used, being vacated. I have discussed the matter with Mrs. White and she has agreed to accept the sum of $41,63 in full settlement of her claim..
