City Clerk Frommelt swore in Messrs. George A. Freund and Peter J. Takos, as Councilmen, for the regular term commencing the second secular day in January 1958. RESOLUTION N0. 1.55 A Resolution providing far the appointment of a City Manager, City Clerk, Gity Solicitor and Po• lice Judge. of the City of Dubuque; prescribing their salaries and fix• ing their bonds, Be It Resolved by the City Coun• cil of the City of Dubuque that the following officers be appointed subject,, however, to the right of the Council to declare such offices vacant or remove the officers therefrom at the pleasure of the Council with or without cause, and to be paid the compensation provided for in the detailed dis- tribution of proposed expenditures for 1958 and that the City Man- ager provide a $5,000.00 bond at his. expense: City Manager-L, J, Schiltz, City CIerk-Leo F, From- melt, City Solicitor-T. H, Nelson. and Police Judge-R, N. Russo, The. City Clerk, City Solicitor and Police Judge are covered under the City blanket bond, RESOLUTION N0, 2-55 Whereas, the City of Dubuque has a Public Employees Honesty Blanket Position Band and it is no longer necessary for individual officers, employees or members of Boards and Commissions, except that of City Manager and City Treasurer to file individual bonds, B'e It Resolved that the City Council of the City of Dubuque hereby cancels all personal bonds of Boards and Commission mem- bers; releases and waives indemni- ty under said bands as of January 1,195x. Carried by the following vote: Yeas-Mayor Welu, Councilmen Freund, Kintzinger, Schueller, Takos, Nays-None, i ~I~ i'llll I ~~; I' _'; ~~ I~' .; is' ~~ 2 Regular Session, January 6, 1958 December 27, 1957 To the Honorable Mayor and City Council Dubuque, Iowa Gentlemen: I am attaching a copy of the Pay Plan, Personnel Rules and Regulations which will become effective January 1, 1958, The Personnel Rules and Regulations are a compilation of existing rules and policies that have been issued separately but never combined in one document. The Pay Plan is a schedule show- ing monthly pay ranges and titles of classes of positions which are to be compensated within each pay range. Pay for each individual is Figured so that no one will be be• low the minimum pay step and each employee within a pay step will be moved to the next higher step, Those above the maximum pay for their classification will not be reduced in pay but will receive no increases as long as his posi• tion remains in a class having a maximum rate which is equal to or below the salary paid. The pay schedule for each em- ployee has been figured according to the above plan and the ap• propriation ordinance has been prepared accordingly. I recommend that the City Council approve the Pay Plan and Personnel Rules and Regulations, Respectfully submitted, L. J. December 27, 1957 To the Honorable Mayor and City Council, Dubuque, Iowa Gentlemen: As City Manager I wish to ad- vise your Honorable Body that all officers and employees who I have power to appoint and are under my supervision, direction and con- trol and whose appointments con• tinue at the pleasure of the Man- ager and who are now serving in their respective capacities shall be paid salaries in accordance with the pay plan submitted to the' Council and in accordance to the detailed distribution of proposed expenditures for 1958 approved by the City Council. Section 3, Surplus, Any surplus not specifically allocated for a definite purpose in the budget shall be and the same is hereby appropriated and set apart to be applied as contingencies arise or may be Used for such proper purposes as the Council may determine upon. Any surplus not specifically distributed in the budget and remaining in funds created by the levy of special taxes shall be and the same is hereby appropriated for hereinrcontapedoshallnauthorize thehtransfer of funds realized from special taxes to a fund or purpose for which any special tax levy has been made, except only with the approval of the State Comptroller. Section 4. Delinquent Tax Collections. The opinions. of the Commission members were divided but a ma- jority opposed rezoning the area under consideration at this time and by a 4 to 3 vote voted to rec- ommend denial of the petition. January 23, 1958 To the Honorable Mayor and City Council Dubuque, Iowa Gentlemen: The final assessment for the North 15' of Lot 2 of Lot 2 of Wil- son's Dubuque of the Montana Street-Merfeld Lane Sanitary Sew• er was erroneously listed as $95.77. The correct assessment of the above mentioned lot is $79.81. I recommend that the difference of $15.96 be paid from the Sanita- tion Fund and that the City Audi- tor beinstructed to draw a warrant in this amuont payable to the City Treasurer. Nays-None, January 30, 1958 To the Honorable Mayor and City Council Dubuque, Iowa Gentlemen: A survey and investigation has been conducted to determine where it would be practical to install street lights on the Grandview- Kerrigan Road intersection, includ- ing the four approach entrances, and also lights on the Kerrigan Road between Railroad Avenue and Grandview Avenue. I recommend that street lights be installed at the following loca• tions: 1. Kerrigan Road and Mt. Car• mel-light on pale to be lo- cated at northeast corner by stop sign. 2. Move existing light about d00' -500' south of Mt. Carmel Road adjacent to new highway, 3. Kerrigan Road and Railroad Avenue-new light on pole at southeast corner, 4. Kerrigan Road and Park Road -southeast corner near "No Left Turn" sign. 5. Existing light at center flf curve north of park entrance- move adjacent to new high• way, 6. Kerrigan Road and Southerly approach to Grandview Avenue at start of curve, north end. 7. Rockdale Road and entrance road. North end of island back of stop sign-move light north side of drive-in. 8, South side of entrance and ex• it to Kerrigan Road between "No Left Turn" and stop sign, 9. Exit from Kerrigan Road to Grandview Avenue, south end of divider.
