Detention Basin Modifications Project (Phase I), as completed by Horsfield
Construction, in the final contract amount of $175,573.79.
I concur with the recommendation and respectfully request Mayor and City Council

SUBJECT: Northwest Artedal Detention Basin Modifications Project (Phase I)
Acceptance
INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract for the
Northwest Arterial Detention Basin Modifications Project (Phase I).
DISCUSSION
The modifications to the detention site consist of three phases:
Phase I: Mass grading and seeding.
Work has been completed on Phase I of the NW Arterial Detention Basin
Project by Horsfield Construction, Epworth, Iowa, in the final contract amount of
$175,573.79.
Phase II: Stormwater control structures and storm sewer extensions.
Phase II is 90% complete and is scheduled to be finished by March 29, 2002.
The final cost of Phase II is estimated at $35,200.
Phase Il: Fine grading and landscaping (Spring of 2002).
The cost of Phase III is estimated at $60,000.
RECOMMENDATION
I recommend that the City Council accept the improvements and the final contract to be
established at $175,573.79.

Based on the cost of Phase I ($201,909.86) and the estimated construction costs
associated with Phase II ($35,200) and Phase III ($60,000), the estimated total cost of the
NW Arterial Detention Basin Modifications Project is $297,109.86.
The project was funded from a Fiscal Year 1999 appropriation of $115,000. The balance
of the funding came from the savings on the Salina Street Storm Sewer Cleaning Project
that was completed this past year.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolutions accepting the
improvements and establishing the final construction cost.

RESOLUTION NO.155-02
ACCEPTING IMPROVEMENT
Whereas, the contract for the Northwest Arterial Detention Basin Modification
Project (Phase I) has been completed and the City Manager has examined the work and
filed his certificate stating that the same has been completed according to the terms of the
contract, plans and specifications and recommends its acceptance.
NOW THEREFORE, BE IT RESOLVED BYTHE CITY COUNCIL OFTHE CITY OF
DUBUQUE, IOWA:
Section 1. That the recommendation of the City Manager be approved and that said
improvement be and the same is hereby accepted.
BE IT FURTHER RESOLVED that the City Treasurer be and he is hereby directed
to pay to the contractor from the Fiscal Year 1999 General Fund in amount equal to the
amount of this contract, less any retained percentage provided for therein.

FINAL ESTIMATE
Whereas, the contract for the Northwest Arterial Detention Basin Modification
Project (Phase I) has been completed and the City Engineer has submitted his final
estimate showing the cost thereof including the cost of estimates, notices and inspection
and all miscellaneous costs;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to be
$201,909.86 and the said amount shall be paid from the Fiscal Year 1999 General Fund of
the City of Dubuque, Iowa.
