Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendation for funding from the Public, Educational, and Government
(PEG) Capital Grant for Access Equipment and Facilities in the amount of$4,800 for the
City of Dubuque to purchase an AERO.10 audio processor to control the digital audio
levels of CityChannel Dubuque.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: PEG Fund Request
INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV
Commission for a request for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
At its meeting on April 6, 2016, the Cable TV Commission approved a request from the City of
Dubuque for$4800 for the purchase of an Aero.10 audio processor to control the digital audio
levels of CityChannel Dubuque. The analog audio processor we use now will be obsolete once
we begin sending digital audio and video to Mediacom in the coming months. The grant
application is attached.
The Capital Grant for Access Equipment and Facilities currently has a balance to be awarded
for$664,187.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for this request be forwarded to
the City Council to receive, file, and approve. Thank you.

Provide a general description of what you are requesting and why:: The conversion of Dubuque's PEG
origination centers to digital encoding equipment removes analog audio &video from the equation. Since
we currently convert our SDI output to analog audio &video, we are able to run our audio through an
audio compressor/limiter to stabilize audio levels before sending them to Mediacom. When we begin
sending SDI signals to Mediacom, the analog audio compressor/limiter will no longer be an option. The
Aero.10 will do the same thing for SDI audio as it ingests SDI video with embedded audio and passes the
same with corrected audio. We are requesting a single Aero.10 to process the audio for CityChannel
Dubuque only. Since CityChannel Graphics' audio consists of the NOAA weather radio station audio, we
should not need any audio processing.
Describe how the community will benefit from your request:: Cable subscribers watching CityChannel
Dubuque should enjoy relatively constant audio levels with the Aero.10 in place.
