The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant's representative spoke in favor of the request, reviewing the location of
the property and that the plat facilitates providing access to existing land locked
property owned by Mr. Saber's.
Staff reviewed the staff report, noting that the submitted plat re-subdivides two existing
lots to provide access but does not create additional building lots. Staff noted the
subject property was within two miles of the city corporate limits and is jointly reviewed
by both the City and County of Dubuque.
There were no public comments.
The Zoning Advisory Commission discussed the request, and felt it was appropriate.
Recommendation
By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The submitted Final Plat of Wombacher Acres Plat 2 is located in Dubuque County off
of North Cascade Road. The subject plat resubdivides 41.21 acres to facilitate the sale
of the property and access to an adjacent parcel.
DISCUSSION
The submitted Final Plat of Wombacher Acres Plat 2 resubdivides existing property in
Dubuque County. The submitted Final Plat does not create additional building lots, but
rather re-subdivides an existing parcel fronting on North Cascade Road and a 29.80
acre parcel to the south. This re-subdivision facilitates the creation of an access to an
existing 40-acre parcel to the west.
The Zoning Advisory Commission is reviewing this plat as the resulting Lot 1 does not
have any frontage on a public or private street. However, the subject parcel currently
has no street frontage.
Planning staff does not object to the submitted Final Plat as no additional building lots
are being created, and that the replatting of the existing two parcels facilitates future
access to an adjacent parcel that currently does not have any access.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission review the submitted
Plat of Wombacher Acres Plat 2, and recommends approving the Final Plat as
submitted, subject to waiving the street frontage for Lot 1.

RESOLUTION APPROVING THE FINAL PLAT WOMBACHER ACRES PLAT 2 IN
DUBUQUE COUNTY, IOWA.
Whereas, there has been filed with the City Clerk the Final Plat WombacherAcres
Plat 2 in Dubuque County, Iowa; and
Whereas, said Final Plat provides 0 feet of lot frontage for Lot 1, where 50 feet is
required by Section 11-14 of Title 16 of the City of Dubuque Code of Ordinances, Unified
Development Code; and
Whereas, said Final Plat has been examined by the Zoning Advisory Commission
and had its approval endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 11-14 of Title 16 of the Code of Ordinances, Unified
Development Code, is waived to allow 0 feet of lot frontage for Lot 1.
