The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant's representative spoke in favor of the request, reviewing the location of
the property and that the submitted plat facilitates access to the individual properties
and future changes in ownership.
Staff reviewed the staff report, noting the subject property is jointly reviewed by the City
and County of Dubuque as it is within two miles of the city limits. The plat is consistent
with the subdivision requirements of the Unified Development Code.
There were no public comments.
The Zoning Advisory Commission discussed the request and had no objections.
Recommendation
By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The submitted Final Plat of Gassman Quarry Plat 2 is located in Dubuque County along
Highway 52 just north of the Old Massey Road intersection. The submitted Final Plat
re-subdivides the subject property into two lots and plats a 66-foot wide right-of-way
easement to be designated as a private street.
DISCUSSION
The submitted Final Plat Gassman Quarry Plat 2 is located in Dubuque County and is
comprised of 26.79 acres of property and establishes a 66-foot right-of-way easement
to be designated as a private street to be named Forestry Way.
The subject property is owned by Dubuque Hardwoods, Inc. and SITCO, Inc. The
submitted Final Plat cleans up the existing lot layout and establishes appropriate access
easements for the current property owners. Dubuque County is requiring the
establishment of the 66-foot wide right-of-way easement to serve the subject property.
The property owners, however, are not required to construct a new street, but only plat
the right-of-way easement.
In Dubuque County, most of the new roadways are platted as right-of-way easements
where the property owners on either side of the property own to the centerline of the
right-of-way. In the city of Dubuque, like most cities, the right-of-way is owned by the
City and maintained and controlled by the city. If this property were in the City, access
could be allowed with reciprocal access easements rather than the platting of a right-of-
way easement.
Planning staff has no objection to the proposed Final Plat of Gassman Quarry Plat 2 as
it cleans up the existing platting situation and assures adequate access for all property
owners.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission review the submitted
Final Plat of Gassman Quarry Plat 2 and recommend approval of the Final Plat to the
City Council.

RESOLUTION APPROVING THE FINAL PLAT GASSMAN QUARRY PLAT 2 IN
DUBUQUE COUNTY, IOWA.
Whereas, there has been filed with the City Clerk a Final Plat Gassman Quarry Plat 2 in
Dubuque County, Iowa; and
Whereas, said Final Plat has been examined by the Zoning Advisory Commission and
had its approval endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Final Plat Gassman Quarry Plat 2 is hereby approved and the Mayor
and City Council are hereby authorized and directed to endorse the approval of the City of
Dubuque, Iowa upon said Final Plat.
