Planning Services Manager Laura Carstens recommends City Council approval of a
request to increase the Iowa Department of Transportation grant and to increase the
City's local match for the Dubuque Heritage Trailhead due to added construction costs.
This project will provide parking for the County and City networks of the Heritage Trail
system at S. John Deere Road near US 52. The original project budget of$65,000 has
increased by $30,000, for a total of $95,000, due to State of Iowa construction
requirements to protect potential archeological resources. The additional local match
for the City will be $8,000, for a total of $18,000 local match and a funding source has
been identified.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memo transmits for City Council review and approval, a request to increase the Iowa
Department of Transportation (IDOT) grant and to increase the City's local match for the
Dubuque Heritage Trailhead due to added construction costs. The project will provide parking
for the County and City networks of the Heritage Trail system at S. John Deere Road near US
52. Enclosed are a location map, a resolution, and related documents.
BACKGROUND
DMATS has re-programmed $1 million set aside in Transportation Enhancement (TE) Funds for
the Southwest Arterial recreational trail to other local projects, such as the Lower Bee Branch:
Overlook at 16th Street Detention Basin, Upper Bee Branch: MRT Route Trailhead parking lot at
22"' and Prince Streets, and this trailhead project.
The TE funds are part of the DMATS allocations from prior federal transportation bills. With the
approval of the new federal transportation bill, MAP-21, the IDOT required that these set-aside
funds be obligated (encumbered) by October 2014 for eligible projects. The IDOT has requested
that any projects selected have an impact at gateways to the extent possible. These three
projects were selected by the City.
DISCUSSION
The trailhead project is a County/City partnership. Dubuque County has excess right-of-way on
the north side of S. John Deere Road near the intersection of US 52 and IA 32 (Northwest
Arterial) that provides a good location for a joint trailhead.
The project site is located in proximity to the Dubuque County Heritage Trail, the City of
Dubuque's Heritage Trail Riverfront System, and the Iowa 32 Bike/Hike Trail. A paved parking
lot to serve these trails will improve the safety of trail users and motorists. It will provide eleven
(11) parking spaces including one (1) stall for persons with disabilities.
IDOT administers DMATS Transportation Alternatives Program (TAP) grant funds as federal
pass-through funding. The City Council approved the IDOT grant agreement Grant TAP-U-
Increased IDOT Grant and Local Match for Dubuque Heritage Trailhead
2100(681)--81-31 in the amount of $50,000 for the trailhead project with Resolution No. 385-14
on December 15, 2014. The original project cost was $65,000.
The $15,000 in local match came from the City and the County. The City source was $10,000 in
the FY2016 Planning Services Department's CIP#350-2430 Trails & Complete Streets.
Dubuque County Conservation budgeted $5,000.
However, the original $65,000 project budget has increased by$30,000 to a total of$95,000
due to State of Iowa construction requirements to protect potential archeological resources. The
higher cost is a result of the State of Iowa's requirement that we do not excavate the site and
instead place at least two (2) feet of fill onto the site with geotextile fabric separating the new fill
and the existing ground.
BUDGETIMPACT
The project budget increase of $30,000 can be met in part with an increased amount of TAP
grant funds. The TAP grant can be raised from $50,000 to $72,000 to cover $22,000 of the
added cost. The enclosed State Transportation Program (STP) amendment for this increased
funding will be considered by the DMATS Technical and Policy Committees on April 14, 2016.
The increased TAP grant funding will require additional local match of$8,000. The City of
Dubuque can provided the required local match with the Planning Services Department's CIP
#350-2430 Trails & Complete Streets. This CIP has $10,000 in both FY2016 and FY2017
available, as verified with Senior Budget Analyst Alexis Steger.

RECOMMENDATION
I recommend the City Council approve the enclosed resolution authorizing an increase of the
IDOT / DMATS TAP grant amount and an increase of the City's local match for the Dubuque
Heritage Trailhead to cover the estimated increase in construction costs.

RESOLUTION NO. 149-16
RESOLUTION AUTHORIZING GRANT AND LOCAL MATCH FUNDING INCREASE FOR
DEVELOPMENT OF DUBUQUE HERITAGE TRAILHEAD
Whereas, the Dubuque Metropolitan Area Transportation Study (DMATS) has
allocated increased DMATS Transportation Enhancement Program grant funds to $72,000
for the development of the Dubuque Heritage Trailhead along S. John Deere Road near
US 52; and
Whereas, the Iowa Department of Transportation Study (IDOT) administers DMATS
Transportation Enhancement Program grant funds as part of the federal pass-through
funding in the IDOT Transportation Alternatives Program; and
Whereas, the City of Dubuque is required to allocate sufficient local funds to match
the increase in grant funds for development of the Dubuque Heritage Trailhead.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The City Council hereby approves acceptance of the increased grant
funds and authorizes allocation of sufficient funds as local match to develop the Dubuque
Heritage Trailhead.
Section 2. The City Council hereby provides its written assurance that the completed
project will be adequately maintained for its intended use in accordance with grant
requirements.
