Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer '93�� SUBJECT: Dubuque Industrial Center South - Verena Court Project CIP 3602160 DATE: April 5, 2016 INTRODUCTION The enclosed resolutions authorize the public bidding procedure for the Dubuque Industrial Center South, Verena Court Project. BACKGROUND In Section 3.3(3) of the Development Agreement with Roasting Solutions (Developer), the City committed to construct an entrance road at City's cost. IIW, P.C. had been contracted by the Developer to provide construction drawings for the construction of its new facility in the South Siegert Farm area of the Dubuque Industrial Center Economic Development District. As such, IIW, P.C. was in possession of many preparatory documents that were used to facilitate the design of the entrance road required by the Development Agreement. The City secured the services of IIW, P.C. to design the street improvements for Verena Court to expedite the project to meet the developer's project schedule. DISCUSSION This project provides for construction of a cul-de-sac to serve the Verena Street Coffee development and future development in the Dubuque Industrial Center South off of Seippel Road. The project will include 9" PCC pavement, 5' wide sidewalk, curb and gutter and storm sewer. The project also includes a streetlight to illuminate the cul-de-sac. PROJECT SCHEDULE The schedule for the Dubuque Industrial Center South, Verena Court Construction is as follows: Initiate Public Bidding Process April 18, 2016 Publish Notice to Bidders, Advertise for Bids April 22, 2016 Publish Public Hearing Notice on Plans & Specifications April 22, 2016 Public Hearing on Plans & Specifications May 2, 2016 Receipt of Bid Proposals (Bid-Letting) May 5, 2016 Award Construction Contract May 16, 2016 Final Project Completion Date July 15, 2016 The project specifications also provide for a $500/day cost of delay if not completed by July 15, 2016. RECOMMENDATION It is recommended that the City Council establish the date of the public hearing and authorize the City Clerk to advertise for proposals for the Dubuque Industrial Center South, Verena Court Project. The Bid security must be in the amount of ten percent (10%) of the amount of the contract and must be in the form of a cashier's check or certified check drawn on a state- chartered or federally chartered bank, or a certified share draft drawn on a state- chartered or federally chartered credit union, or the Bidder may provide a Bid Bond with corporate surety satisfactory to the governmental entity. No plan deposit is required. 120.6 Preference for Iowa Products and Labor By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. 120.7 Sales Tax The Bidder should not include State of Iowa sales tax in its Bid. A sales tax exemption certificate will be available for all material purchased in Iowa for incorporation into the Project. 120.8 General Nature of Public Improvement Project Dubuque Industrial Center South Verena Court Project CIP # 3602160 This project provides for construction of a cul-de-sac to serve the Verena Street Coffee development and future development in the Dubuque Industrial Center South off of Seippel Road. The project will include 1590 SY of 9" PCC pavement, 299 SY of 5' wide sidewalk, 65 LF of 24" RCP storm sewer, a streetlight and related electrical work and landscape restoration of disturbed areas. The project also includes a streetlight to illuminate the cul-de-sac. Currently construction of the Verena Street Coffee site development is underway on the eastern portion of building pad one. Coordination with the contractors for the site development is imperative to avoid causing any interference with the progress of that development. An agreed to cost of delay of $500 per calendar day, beyond the completion date, applies to this project. 120.9 Pre-Bid Construction Conference A pre-bid construction conference will not be held for this project 120.10 Title VI — Non-Discrimination Clause The City of Dubuque in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d-2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21 , Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, or disability in consideration for an award.
