INTRODUCTION
The enclosed resolutions authorize the public bidding procedure for the North
Grandview Avenue and Delhi Street Roundabout Intersection improvement Project.
BACKGROUND
In August 2014, the City submitted an application to the Iowa DOT for a Traffic Safety
Improvement Grant. The location selected was the North Grandview Avenue, Delhi
Street and Grace Street intersection. Currently this intersection is a five way stop and
has operational delays during peak travel times. A conceptual roundabout was
designed by the City's consulting engineer, GHD of Madison, WI, to minimize the impact
to adjacent property owners. The roundabout concept was developed to accommodate
various trucks, provide adequate sight distance, and provide natural vehicle paths. This
concept was created using an aerial photo and had design modifications made that
included a minor shift in the circle location or shape, alignment adjustments, and
development of optimal entry/exit paths. The grant application was approved by the
Iowa DOT Transportation Commission on January 13, 2015 in the amount of $500,000.
DISCUSSION
The project provides for construction of a roundabout at the intersection of North
Grandview, Delhi and Grace Streets. Engineering staff have been working with GHD on
the design of the proposed roundabout. GHD is a well-respected roundabout design
firm that has been involved in the design of hundreds of roundabouts in the United
States. GHD is one of two consulting firms in Iowa that the DOT uses for peer reviews
on roundabout desgins. GHD designed the alignment and profile for the roundabout to
make sure it properly addresses sight distance and speed concerns at the roundabout.
The roundabout is designed to operate with vehicles traveling around 15 mph through
the roundabout.
Engineering staff used the design model developed by GHD to develop the rest of the
construction documents with specific attention to pedestrian access, including ADA
issues, lighting, construction phasing, utility impacts and business access in the area.
Some the physical elements of the roundabout include:

■ 9" doweled PCC pavement to facilitate larger vehicles and accommodate
construction phasing.
■ A colored concrete truck apron to allow oversized vehicles to get through the
roundabout when needed. Most vehicles (including buses) will not need to use
the surmountable truck apron.
■ Nine (9) LED street lights to provide lighting at street intersections and cross
walks for good visibility at night.
■ Directional signage to alert drivers to the operation of the roundabout and to alert
them to pedestrian crossing areas.
■ Deflecting splitter islands which divert the traffic so vehicles slow down and are
able to easily blend into the circular traffic pattern.
■ Recycled Purington brick accents along the edges of the project to pay respect to
the former brick streets in the area. There is existing brick under some of the
asphalt pavement in the area.
■ Pedestrian access ramps that are ADA compliant will be installed. There will not
be a cross-walk on the north leg of North Grandview due to sight distance and
ADA slope issues.
The project will also include some utility improvements. These include the replacement
of a 6" watermain, replacement of a fire hydrant, the installation of conduit for future
utility connections to the island.

The schedule for the project is as follows:

The project specifications also provide for a $500/day cost of delay if not completed by
August 19, 2016.
RECOMMENDATION
I recommend that the City Council provide preliminary approval to the construction
plans and specifications and establish May 2, 2016 as the date of the public hearing,
and hereby authorize the City Clerk to advertise for bid proposals for the North
Grandview Avenue and Delhi Street Roundabout Intersection improvement project.
BUDGETIMPACT
The estimate of probable cost for North Grandview Avenue and Delhi Street
Roundabout Intersection improvement project is as follows:

PUBLIC OUTREACH
In February of 2016, the City's consultant GHD and City engineering staff met with all
adjacent property owners, staff from local schools, and other city departments affected
by the project. City staff will continue to follow its plan for the public outreach process
and will begin meeting with interest groups, students, and the general public in the
upcoming weeks. The City and its consultant have prepared the FAQ sheets, project
fact sheets, brochures, public information meeting displays, PowerPoint presentations,
video animations of the working intersection, and other information for media releases.
The City is also planning to produce and run several programs on the City's public
television channel providing general and project specific information on roundabouts.
The City also is planning to provide information to business owners to give to their
clients before and during construction. The City will be going door to door in the
surrounding areas to provide brochure information and answer specific questions about
the project. The City also is planning to add information/brochures to monthly utility
billing mailings.
ACTION TO BE TAKEN
The City Council is requested to establish the date of the public hearing and authorize
the City Clerk to advertise for bid proposals through the adoption of the enclosed
resolutions for the North Grandview Avenue and Delhi Street Roundabout Intersection
Improvement.

PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT,
AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND
ORDERING THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost for the
North Grandview Avenue and Delhi Street Roundabout Intersection Improvement
Project in the estimated amount $839,1.64.63, are hereby preliminarily approved and
ordered filed in the office of the City Clerk for public inspection.
A public hearing will be held on the 2nd day of May, 2016, at 6:30 p.m. in the
Historic Federal Building Council Chambers (second floor) 350 W. 6th Street, Dubuque,
Iowa, at which time interested persons may appear and be heard for or against the
proposed plans and specifications, form of contract and estimated cost of said Project,
and the City Clerk be and is hereby directed to cause the attached notice of the time
and place of such hearing to be published in a newspaper having general circulation in
the City of Dubuque, Iowa, which notice shall be published not Tess than four days nor
more than twenty days prior to the date of such hearing. At the hearing, any interested
person may appear and file objections to the proposed plans, specifications, form of
contract, or estimated cost of the Project.
The North Grandview Avenue and Delhi Street Roundabout Intersection Improvement
Project is hereby ordered to be advertised for bids for construction.
The amount of the security to accompany each bid shall be in an amount which
shall conform to the provisions of the Notice to Bidders hereby approved.
The City Clerk is hereby directed to advertise for bids for the construction of the
improvements herein provided, by publishing the attached Notice to Bidders to be

notice shall be published not less than four but not more than forty-five days before the

PROJECT.
NOTICE IS HEREBY GIVEN: The City Council of the City of Dubuque,
Iowa will hold a public hearing on the proposed plans, specifications, form of
contract and estimated cost for the North Grandview Avenue and Delhi Street
Roundabout Intersection Improvement Project, in accordance with the provisions
of Chapter 26, Code of Iowa, at 6:30 p.m., on the 2nd day of May, 2016, in the
Historic Federal Building Council Chambers (second floor), 350 West 6th Street,
Dubuque, Iowa. Said proposed plans, specifications, form of contract and

Project
120.1 Time and Place for Filing Sealed Proposals
Sealed Bids for the work comprising each improvement as stated below must be
filed before 2:00 p.m. on May 5, 2016, in the Office of the City Clerk, City Hall -
First Floor, 50 West 13th Street, Dubuque, Iowa.
120.2 Time and Placed Sealed Proposals Will be Opened and Considered
Sealed proposals will be opened and Bids tabulated at 2:OOp.m. on May 5, 2016,
2016, at City Hall - Conference Room B, 50 West 13th Street, Dubuque, Iowa, for
consideration by the City Council at its meeting on May 16, 2016. The City of
Dubuque, Iowa, reserves the right to reject any and all Bids.
120.3 Time for Commencement and Completion of Work
Work on the Project must be commenced within ten (10) calendar days after the
Notice to Proceed has been issued and shall be fully completed by August 19,
2016.
120.4 Bid Security
Each Bidder must accompany its Bid with a Bid security as security that the
successful Bidder will enter into a contract for the work Bid upon and will furnish
after the award of contract a corporate surety Bond, acceptable to the
governmental entity, for the faithful performance of the contract, in an amount
equal to one hundred percent of the amount of the contract. The Bid security must
be in the amount of ten percent (10%) of the amount of the contract and must be
in the form of a cashier's check or certified check drawn on a state -chartered or
federally chartered bank, or a certified share draft drawn on a state -chartered or
federally chartered credit union, or the Bidder may provide a Bid Bond with
corporate surety satisfactory to the governmental entity. The Bid Bond must
contain no conditions except as provided in this section.
120.5 Contract Documents
Copies of the Contract Documents may be obtained at the Engineering
Department, City Hall — Second Floor, 50 West 13th Street, Dubuque, Iowa 52001.
The Contract Documents will also be available on the City's website at
www.cityofdubuque.orq/bids.aspx. No plan deposit is required.
120.6 Preference for Iowa Products and Labor
By virtue of statutory authority, preference will be given to products and provisions
grown and coal produced within the State of Iowa, and to Iowa domestic labor, to
the extent lawfully required under Iowa statutes.
120.7 Sales Tax
The Bidder should not include State of Iowa sales tax in its Bid. A sales tax
exemption certificate will be available for all material purchased in Iowa for
incorporation into the Project.
120.8 General Nature of Public Improvement Project
North Grandview Avenue and Delhi Street Roundabout Intersection Improvement
Project

■ 440 LF of 6" watermain and associated valves and fittings. A fire hydrant, two water
services and a drinking fountain need to be installed.
■ Fiber optic conduit, vaults and handholes are to be installed. The conduit is seven
way futurepath conduit. 503 LF trenched, 628LF bored, and 747 LF 2 — 2" HDPE
conduits either trenched or bored.
All paving work is to be performed by Iowa DOT Pre -qualified contractors for
Urban Paving.
The project specifications also provide for a $500/day cost of delay if not
completed by August 19, 2016.
120.9 Pre -Bid Construction Conference
Each prospective bidder is encouraged to attend the Pre -Bid Construction Meeting
to be held at 10:00 AM on April 29, 2016, at City Hall - Conference Room A in
Dubuque, Iowa. Attendance by all prospective bidders is not
mandatory but highly recommended.
120.10 Title VI — Non -Discrimination Clause
The City of Dubuque in accordance with Title VI of the Civil Rights Act of 1964, 78
Stat. 252, 42 U.S.C. 2000d -2000d-4 and Title 49, Code of Federal Regulations,
Department of Transportation, Subtitle A, Office of the Secretary, Part 21,
Nondiscrimination in Federally assisted programs of the Department of
Transportation issued pursuant to such Act, hereby notifies all bidders that it will
