Sealed bids were received for the FY16 Sewershed 7, 11 and 12 Sanitary Sewer
Manhole Project. City Engineer Gus Psihoyos recommends award of the construction
contract to the low bidder, Connolly Construction, Inc., in the amount of $110,274.20,
which amount is 17.41% above the estimate of probable cost. The increase in probable
cost is due to the manhole bid was significantly higher than the estimate, also small
quantities of backfill stone was priced higher than engineer estimate. Sufficient funds
are available for the project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the FY16
Sewershed 7, 11 and 12 Sanitary Sewer Manhole Project.
BACKGROUND
The City of Dubuque, Iowa is under a Consent Decree according to Case
2:11-cv-01001-EJM, United States of America and the State of Iowa v. the City of
Dubuque, IA (N.D. Iowa), Civil Action Number 2008V00041, DOJ Case Number
90-5-1-1-09339 effective June 27, 2011. The City is required to submit Corrective Action
plans for each of the Sanitary Sewersheds identified in the Consent Decree. The
FY2016 budget appropriated funds for sanitary sewer manhole improvements in the
Consent Decree Correction Action Plan.
DISCUSSION
The project involves the replacement of ten (10) manholes, eliminating two (2)
manholes and the rehabilitation of ten (10) manholes in Sewershed 7, 11 and 12. This
will be the second set in a series of three projects to replace and/or rehabilitate sanitary
sewer manholes in Consent Decree Sewersheds 5, 7, 11, and 12. The projects, as
submitted under the City Council approved Corrective Action Plans included completion
dates, the following project schedule is in compliance with those completion dates as
approved by the U.S. Environmental Protection Agency and the Iowa Department of
Natural Resources.
BID RESULTS
Sealed bids were received on the project on April 7, 2016. Connolly Construction, Inc.
of Peosta, Iowa submitted the low bid in the amount of $110,274.20. This amount is
17.41% above the estimate of probable cost. The increase of probable cost is due to
the manhole bid was significantly higher than the estimate, also small quantities of
backfill stone was priced higher than engineer estimate. A summary of the bid proposals

ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the FY16
Sewershed 7, 11 and 12 Sanitary Sewer Manhole Project, to Connolly Construction,
Inc. in the amount of $110,274.20.

RESOLUTION NO. 162-16
AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE FY16 SEWERSHED 7,
11 and 12 SANITARY SEWER MANHOLE PROJECT
Whereas, sealed proposals have been submitted by contractors for the FY16
Sewershed 7, 11 and 12 Sanitary Sewer Manhole Project, (the Project) pursuant to
Resolution No. 101-16 and Notice to Bidders published in a newspaper published in the
City of Dubuque, Iowa on the 25th day of March, 2016.
Whereas, said sealed proposals were opened and read on the 7th day of April, 2016
and it has been determined that Connolly Construction, Inc. of Peosta, Iowa, with a bid
in the amount of $110,274.20 is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Connolly
Construction, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
