Housing & Community Development Director Alvin Nash is recommending the City
Council adopt the FY2016 Annual Action Plan —Amendment 4 for the Community
Development Block Grant (CDBG) Program by approval of the resolution. This
amendment reallocates funding for the FY2017 Annual Action Plan and was approved
by the Community Development Advisory Commission on April 20, 2016.

Introduction
The purpose of this memorandum is to request the Council adopt the FY 2016
Annual Action Plan- Amendment 4 for the Community Development Block Grant
(CDBG) program. This amendment reallocates funding for the FY 2017 Annual
Action Plan.
Federal regulations require each year a city prepare and file an Annual Plan prior to
receipt of its CDBG entitlement. The Annual Plan is adopted following a public
participation process that includes a published notice, a public comment period, and
a public hearing. A city must follow its adopted plan as it expends entitlement funds.
If its revenues or activities change, the city must amend. This requirement applies
to plans for previous years as well as the current year.
Discussion
On January 27, 2016 the City of Dubuque Housing & Community Development
Department received a request for CDBG funding to improve the lighting in Pinard
Park. The cost is estimated to be $2,400 and would provide a 250 watt LED light that
would be placed in the center of the park. The new light will cover most of the park.
Pinard Park is located at 2819 Pinard Street and is .05 acres. It is located in a low
and moderate income residential area, and is eligible for CDBG funds distributed on
an area basis.
Amendment 4 is a non-substantial amendment moving funds within Neighborhood &
Community Development Activities. Non-substantial amendments require approval
by the CDAC prior to City Council adoption. The amendment moves $2,400 from
Multicultural Family Center to Neighborhood Infrastructure Improvements. The funds
allocated to Multicultural Family Center were previously allocated to provide an
elevator allowing access to the second-floor expansion. As the expansion of the
Center is currently on hold, additional CDBG funding can be reallocated at a future
date if necessary.
Commission Action
The Community Development Advisory Commission held met on April 20, 2016 and
voted to approve Amendment 4 and forward to City Council for approval and
submission to HUD.
Requested Action
The requested action is for the Council to approve the Mayor's execution of the
attached resolution, approving the FY 2016 Annual Action Plan Amendment 4.

APPROVING FISCAL YEAR 2016 (PROGRAM YEAR 2015) ANNUAL ACTION
PLAN AMENDMENT 4 FOR COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) FUNDS
Whereas, the City of Dubuque prepared and filed an Annual Action Plan for Fiscal
Years 2016; and
Whereas, the City of Dubuque now desires to amend said Annual Plan by
reallocating funds between existing activities; and
Whereas, said amendment is a non -substantial amendment as provided in the
City's Citizen Participation Plan and therefore must be approved by resolution of the
City Council after recommendation by the Community Development Advisory
Commission; and
Whereas, the Community Development Advisory Commission reviewed said
amendment during a public meeting on April 20th, 2016 and voted to approve said
amendment and recommend approval by the City Council.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Annual Action Plan for Fiscal Year 2016 (Program Year 2015)
is hereby amended to reallocate funding from Multicultural Family Center to Neighborhood
Infrastructure Activities activities as described in the FY 2016 Annual Action Plan —
Amendment 4, attached hereto as Exhibit A.
Section 2. That said Fiscal Year 2016 (Program Year 2015) Annual Action Plan
Amendment 4 attached hereto as Exhibit A is hereby approved.
Section 4. That the City Manager is hereby authorized and directed to submit a
copy of this resolution and amendment to the U.S. Department of Housing and
Urban Development.
