INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the 2016
Pavement Marking Project.
BACKGROUND
The City of Dubuque, Iowa contracts a pavement marking project annually to furnish,
install, maintain, and remove permanent pavement markings to include Lines and
Symbols and Legends on City of Dubuque streets as directed by the Engineering
Department.
DISCUSSION
The project involves the removal and/or installation of permanent pavement markings
on streets designated by City Engineering. Pavement markings are applied using a
waterborne paint with a life of two (2) years. The Pavement Marking Project is
completed annually due to a more rapid deterioration on high volume, high vehicular
movement roadways.
As part of an Iowa Department of Transportation (DOT) request, the City of Dubuque
will include portions of Iowa DOT pavement markings with this project, due to Iowa DOT
staff limitations and required nighttime work. This request would include all Symbols
and Legends and a portion of Lines on Iowa DOT routes within the City of Dubuque.
Payment will be made by the Iowa DOT, per amended 28E agreement, for their share of
project costs to the City of Dubuque after the final project acceptance.
BID RESULTS
Sealed bids were received on the project on April 21, 2016. SELCO, Inc. of Dubuque,
Iowa submitted the low bid in the amount of $117,843.63. SELCO Inc. was the lone
bidder for the project.

RECOMMENDATION
I recommend that the contract be awarded to SELCO, Inc. in the amount of
$117,843.63.

REQUESTED ACTION

RESOLUTION NO. 166-16
AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE 2016 PAVEMENT
MARKING PROJECT
Whereas, sealed proposals have been submitted by contractors for the 2016
Pavement Marking Project, (the Project) pursuant to Resolution No. 115-16 and Notice
to Bidders published in a newspaper published in the City of Dubuque, Iowa on the 8th
day of April, 2016.
Whereas, said sealed proposals were opened and read on the 21St day of April, 2016
and it has been determined that SELCO, Inc. of Dubuque, Iowa, with a bid in the
amount of $117,843.63 is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to SELCO,
Inc. and the City Manager is hereby directed to execute a Public Improvement Contract
on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 2nd day of May, 2016.
