City Engineer Gus Psihoyos is submitting a memo to officially record award of the
construction contract for the FY16 Sewershed 5, 71 11 and 12 Sanitary Sewer Manhole
Project. Four bids were received for this project. Through the competitive quotation
process for public improvements, the project was awarded on April 21, 2016 to Visu-
Sewer in the amount of$69,267.50.
1 concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memo is to officially record in the minutes of the City Council meeting the award of
the construction contract for the FY16 Sewershed 5, 71 11 and 12 Sanitary Sewer
Manhole Project.
BACKGROUND
The City of Dubuque, Iowa is under a Consent Decree according to Case
2:11-cv-01001-EJM, United States of America and the State of Iowa v. the City of
Dubuque, IA (N.D. Iowa), Civil Action Number 2008V00041, DOJ Case Number
90-5-1-1-09339 effective June 27, 2011. The City is required to submit Corrective Action
plans for each of the Sanitary Sewersheds identified in the Consent Decree. The
FY2016 budget appropriated funds for sanitary sewer manhole improvements in the
Consent Decree Correction Action Plan for Sewershed 5, 71 11 and 12.
DISCUSSION
The project involves the rehabilitation of 71 manholes using grout and cementitious
spray lining. The project as submitted follows the City Council approved Corrective
Action Plans for Consent Decree Sewersheds 5, 71 11, and 12. The project is scheduled
to be complete no later than August 2016. This project supports the goal of working
toward elimination and reduction of storm water inflow and infiltration to the sanitary
sewer collection system.

Through the competitive quotation process for public improvements, this project was
awarded on April 21 , 2016 to Visu-Sewer in the amount of$69,267.50. This amount is
15.92% above the estimate of probable cost.
BUDGETIMPACT
The manholes will be lined therefore the project is scheduled to be funded via the
sanitary sewer lining capital improvement program, 7101637. The summary of project
costs for the FY16 Sewershed 5, 7, 11 and 12 Sanitary Sewer Manhole Project is as
follows:
