City Engineer Gus Psihoyos is recommending City Council approval through adoption of
the proposed plans, specifications, form of contract and estimated cost for the North
Grandview Avenue and Delhi Street Roundabout Intersection Improvement Project in
the estimated amount $839,164.63.
In August 2014, the City submitted an application to the Iowa DOT for a Traffic Safety
Improvement Grant. The grant application was approved by the Iowa DOT
Transportation Commission on January 13, 2015 in the amount of$500,000. The
remaining funds are available in the City budget.
The project provides for construction of a roundabout at the intersection of North
Grandview, Delhi and Grace Streets. Engineering staff have been working with GHD,
Inc. on the design of the proposed roundabout. GHD is a well-respected roundabout
design firm that has been involved in the design of hundreds of roundabouts in the
United States. GHD is one of two consulting firms that the Iowa Department of
Transportation uses for peer reviews on roundabout designs. GHD designed the
alignment and profile for the roundabout to make sure it properly addresses sight
distance and speed concerns at the roundabout. The roundabout is designed to
operate with vehicles traveling around 15 mph through the roundabout.
Engineering staff used the design model developed by GHD to develop the rest of the
construction documents with specific attention to pedestrian access, including ADA
issues, lighting, construction phasing, utility impacts and business access in the area.
The easement required from Dubuque Bank & Trust has already been acquired.
In February of 2016, the City's consultant GHD and City engineering staff met with all
adjacent property owners, staff from local schools and other city departments affected
by the project. City staff will continue to follow its plan for the public outreach process
and will begin meeting with interest groups, students, and the general public in the
upcoming weeks. The City and GHD have prepared the Frequently Asked Questions
sheets, project fact sheets, brochures, public information meeting displays, PowerPoint
presentations, video animations of the working intersection, and other information for
media releases. The City is also planning to produce and run several programs on the
City's public television channel providing general and project specific information on
roundabouts. The City also is planning to provide information to business owners to
give to their clients before and during construction. The City will be going door to door
in the surrounding areas to provide brochure information and answer specific questions
about the project. The City also is planning to add information/brochures to monthly
utility billing mailings.

INTRODUCTION
The enclosed resolution is in reference to the public hearing for the North Grandview
Avenue and Delhi Street Roundabout Intersection improvement Project.
BACKGROUND
In August 2014, the City submitted an application to the Iowa DOT for a Traffic Safety
Improvement Grant. The location selected was the North Grandview Avenue, Delhi
Street and Grace Street intersection. Currently this intersection is a five way stop and
has operational delays during peak travel times. A conceptual roundabout was
designed by the City's consulting engineer, GHD of Madison, WI, to minimize the impact
to adjacent property owners. The roundabout concept was developed to accommodate
various trucks, provide adequate sight distance, and provide natural vehicle paths. This
concept was created using an aerial photo and had design modifications made that
included a minor shift in the circle location or shape, alignment adjustments, and
development of optimal entry/exit paths. The grant application was approved by the
Iowa DOT Transportation Commission on January 13, 2015 in the amount of$500,000.
DISCUSSION
The project provides for construction of a roundabout at the intersection of North
Grandview, Delhi and Grace Streets. Engineering staff have been working with GHD on
the design of the proposed roundabout. GHD is a well-respected roundabout design
firm that has been involved in the design of hundreds of roundabouts in the United
States. GHD is one of two consulting firms in Iowa that the DOT uses for peer reviews
on roundabout designs. GHD designed the alignment and profile for the roundabout to
make sure it properly addresses sight distance and speed concerns at the roundabout.
The roundabout is designed to operate with vehicles traveling around 15 mph through
the roundabout.
Engineering staff used the design model developed by GHD to develop the rest of the
construction documents with specific attention to pedestrian access, including ADA
issues, lighting, construction phasing, utility impacts and business access in the area.
Some the physical elements of the roundabout include:

■ 9" doweled PCC pavement to facilitate larger vehicles and accommodate
construction phasing.
■ A colored concrete truck apron to allow oversized vehicles to get through the
roundabout when needed. Most vehicles (including buses) will not need to use
the surmountable truck apron.
■ Nine (9) LED street lights to provide lighting at street intersections and cross
walks for good visibility at night.
■ Directional signage to alert drivers to the operation of the roundabout and to alert
them to pedestrian crossing areas.
■ Deflecting splitter islands which divert the traffic so vehicles slow down and are
able to easily blend into the circular traffic pattern.
■ Recycled Purington brick accents along the edges of the project to pay respect to
the former brick streets in the area. There is existing brick under some of the
asphalt pavement in the area.
■ Pedestrian access ramps that are ADA compliant will be installed. There will not
be a cross-walk on the north leg of North Grandview due to sight distance and
ADA slope issues.
The project will also include some utility improvements. These include the replacement
of a 6" watermain, replacement of a fire hydrant, the installation of conduit for future
utility connections to the island.
The project required only one property easement for sidewalk and utilities. The
easement was granted from Dubuque Bank & Trust.

RECOMMENDATION
I recommend that the City Council approve the plans, specifications, form of contract

Intersection improvement project through the adoption of the enclosed resolution.

MAY 2 CITY COUNCIL/PUBLIC HEARING PRESENTATION (PUBLIC OUTREACH
PORTION)
Introduction
The City is working with our consultant, GHD, on a comprehensive and robust Public
Outreach Program for this project. We are utilizing their suggested approach which
starts with providing information and education on the project to elected officials first,
then internal city staff and first responders, then locally affected residents, businesses
and interest groups, and then finally to the general public.
Public Outreach Efforts as of Today:
1. December 2011 – City Council held a Work Session on “The Modern
Roundabout – Implementation Plans and Public Outreach” this was the first
presentation to the Council on roundabouts.
2. August 2014 - As part of the planning level concept development, the
Engineering Department held a public information meeting for the nearby
business owners. Feedback from the meeting attendees was supportive of a
roundabout intersection.
3. February 2016 – GHD and City Staff met with Washington Middle School and
Senior High School. School principals, teachers, and other staff were present.
These meetings were geared toward providing project information to the staff and
collecting information on what concerns, questions or issues the schools might
have.
4. February 2016 – GHD and City Staff met with City department heads including
Public Works, Fire, and Transit. Again, these meeting were geared toward
providing project information to the staff and collecting information on what
concerns, questions or issues the departments might have.
5. February 2016 – GHD and City Staff met with all adjacent property owners
including DB&T, Finley Hospital, Steve Smith, Rubix Coffee, Klauer Optical, and
Hartig Drug. Again, this meeting were geared toward providing project
information to the owners and their employees and collecting information on what
concerns, questions or issues the businesses might have.
6. March 2016 – City Staff met with DB&T staff at the site (500 North Grandview
Ave.) to discuss the project needs for a right of way easement. This was the only
right of way necessary in the design of the project. The City worked with the
bank to modify the existing location of their service walk and the bank has
already granted the City the easement.
7. Information on project and roundabouts in general has been on a dedicated
webpage (www.cityofdubuque.org/roundabouts) for several months.

8. The City has been providing brochures for adjacent business owners to supply to
their clients for display in stores or to be mailed.
9. Letters promoting an upcoming public information meeting and tonight’s public
hearing were mailed to over 3,000 properties within a half-mile of the
intersection. That mailing also included a tri-fold brochure describing the project
and explaining how to navigate a roundabout, both as a motorist and pedestrian.
That brochure will also be mailed to all City utility customers in the May utility bill
mailing.
10. Engineering Staff have completed a door to door campaign in a three block area
of the intersection (approximately 600 homes) to meet with property owners,
discuss the project, and allow them to ask questions about the roundabout.
Based on our meetings, over 95% of the owners we spoke with were in favor of
the project.
11. CityChannel Dubuque produced and began broadcasting last weekend a 2:30
minute instructional video on how to walk and drive a roundabout which includes
footage from existing intersection and existing local roundabouts. This video will
be aired heavily over the summer and has been distributed via social media.
Cable TV is also producing an in-depth “City Journal” program on the project
which is expect to begin airing later this week.
12. The City has worked with Telegraph Herald on published articles in August 2014,
May 2015, and April 2016 on the proposed roundabout. Earlier today, the City
met with the TH Editorial Board and GHD had made a presentation similar to the
one you just saw.
13. Engineering Staff has been responding to citizen’s questions received via phone
and email. Randy Gehl, Public Information Officer, has been providing

Remaining Public Outreach Schedule
1. As I had mentioned before, the City will hold a public information meeting this
Wednesday from 5 to 7 pm at the Holy Trinity Lutheran Church on Delhi, just half
a block from the proposed roundabout. City and its consultants will host and
open house and then make a short presentation to the public, which will be
followed afterwards by a question and answer session.
2. The City and its consultants will also be holding meetings this month with city
department drivers, including public works, fire department, and the transit
departments. We also plan to have these same meeting with the Dubuque
Community School District bus drivers this fall.
3. The City, including staff from the City Attorney’s office will be meeting with City
Police department staff in June. This meeting will be focused on roundabout
education and roundabout traffic enforcement laws.

4. The Dubuque Community School District is planning to send emails to all
Washington Middle School and Senior High School students which will contain
information on the roundabout. Jon Dienst from the Engineering Department is
presenting to the Senior High School Parent Organization tonight. If the schools
are willing, we are planning on holding student assemblies at Washington to
teach students how to walk the roundabout and at Senior to teach students how
to drive the roundabout. We are also planning more meetings with other schools
parent organizations.
5. The City is planning to meet with the Lincoln Elementary Principal and Staff, and
eventually with the PTO and Students if school staff is so inclined.
6. The City has been in discussion with the University of Dubuque to schedule
meetings with their staff and to possibly have the University send an
informational email to all enrolled students.
7. The City is planning to meet with the Chamber of Commerce, Lions Club,
Kiwanis Club, and other groups, including senior citizens groups, in the upcoming
months.
8. The City plans to continue its public outreach campaign through the construction
period giving updates on closures, detours, and construction progress and well
as an ongoing educational campaign to the public.
