Fire Chief Rick Steines recommends City Council approval to submit an application for
a FEMA Fire Prevention and Life Safety Grant in the amount of $40,730. The City
match would be $2,036.50, and funds have been identified for this match.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
In the past the fire department has been successful in acquiring grants for fire
and life safety programs through the Assistance to Firefighter's Grant program
administered by FEMA. We currently are completing a grant for fitness equipment, and
have applied for EMS training manikins.
DISCUSSION
The application period is now open for the federal FY15 grant program.
Assistant Fire Marshal Mike McMahon has identified an opportunity to request some
funding to enhance our fire prevention training prop (Sparky's Hazard House) with a
senior's module. We would also include more smoke detectors for our installation
program and special detectors for the hearing impaired. Our intent is to increase our
prevention activity to include presentations at senior living facilities, and at senior group
meetings. The senior module is designed to address hazards specific to older people,
such as trip and fall prevention, safe cooking, etc. We always struggle with finding
enough smoke detectors for the demand in our installation program, and it has been a
number of years since we have been able to offer hearing impaired detectors. The grant
period would not start until this fall and run through next summer.
RECOMMENDATION
I recommend submitting an application to the AFG program for $40,730. The city
matching costs would be 5% ($2,036.50). 1 propose using savings from the suspension
of radio fees by the 911 Commission which were previously budgeted for FY2017
(activity 10013400 account 62424) totaling $7400 as the source for the match.
ACTION REQUESTED
I respectfully request permission to submit a grant application requiring a city
match of$2,036.50 to purchase the above mentioned fire prevention items.
