SUBJECT: Acceptance of Water Main Improvements in Dodge Street (US Highway
20) right-of-way in Dubuque, Iowa

City Engineer Gus Psihoyos is recommending acceptance of the water main public
improvements that the owner, Riley Auto Sales Co., has recently completed adjacent to
the south side of their property at 4455 Dodge Street. Maintenance of said water main
improvements shall be the responsibility of the owner, Riley Auto Sales Co., for a period
of two years from the date of acceptance by City Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Acceptance of Water Main Improvements in Dodge Street (US Highway
20) right of way in Dubuque Iowa
INTRODUCTION
The enclosed material provides for City Council acceptance of the public improvements
that the Owners, Riley Auto Sales Co., have recently completed adjacent to the south
side of their property at 4455 Dodge Street in Dubuque.
BACKGROUND
Riley Auto Sales Co. had recently constructed a water main extension at the southerly
end of their property to serve an existing building and recent addition on the property. A
portion of that water main extension is located in public right of way and in within the city
limits. The project has been completed and has been inspected by the water
department. Riley Auto Sales Co. would like to now dedicate approximately one
hundred sixty lineal feet of the water main extension project that lies in the public right of
way.
DISCUSSION
On April 23, 2016 the owners requested City's acceptance of the said water main
improvements. It has been determined that the public improvements have been
completed in conformance with City specifications.
RECOMMENDATION
I would, therefore, recommend that the City Council accept the public improvements as
described above. Maintenance of said public improvements shall be the responsibility of
the owners, Riley Auto Sales Co., for a period of two (2) years from the date of
acceptance by City Council.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution accepting the public
improvements in Dodge Street (US Highway 20) right of way.

RESOLUTION NO. 181-16
ACCEPTING WATER MAIN IMPROVEMENTS IN THE DODGE STREET (US
HIGHWAY 20) RIGHT OF WAY IN THE CITY OF DUBUQUE, IOWA
Whereas, per an agreement between the City of Dubuque and Riley Auto Sales
Co., certain public improvements including approximately one hundred sixty lineal feet
of water main and appurtenances were installed by Riley Auto Sales Co. in the Dodge
Street (US Highway 20) right of way in the City of Dubuque, Iowa; and
Whereas, the improvements have been completed and the City Manager has
examined the work and has filed a certificate stating that the same has been completed
in accordance with the plans on the attached Exhibit A and in conformance with City
specifications, and has recommended that the improvements be accepted by the City
Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the recommendation of the City Manager be approved and that
said public improvements in the Dodge Street (US Highway 20) right of way be and the
same is hereby accepted.
Section 2. That maintenance of said public improvements shall be the
responsibility of the owners, Riley Auto Sales Co., for a period of two (2) years from the
date of this resolution.
Passed, approved and adopted this 16th day of May, 2016.

Ladies and Gentlemen:
Riley Auto has completed installation of approximately 160 lineal feet of 6"diameter ductile iron
pipe water main with steel casing and appurtenances adjacent and under Highway 20 near the address
of 4455 Dodge Street in Dubuque as per City of Dubuque standards&specifications and is requesting
that the City accept said public improvement at its May 16,2016 council meeting. We understand the
City Water Department is aware of this request and is amendable to the City's acceptance of said
improvements.
