Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
Chairperson Norton stepped down due to a conflict of interest.
The applicant's representative spoke in favor of the request, reviewing the location of
the property and that property is being sold to the ownership of South Pointe
Development to provide land for a storm water detention basin.
Staff reviewed the staff report, noting that the plat was being reviewed by the
Commission as Lot 2 does not have frontage on a street. Staff reviewed that an access
easement will be platted as part of the South Pointe Development to facilitate
maintenance of the detention basin.
There were no public comments.
The Zoning Advisory Commission discussed the request, and had no objection.
Recommendation
By a vote of 5 to 0, with one abstention, the Zoning Advisory Commission recommends
that the City Council approve the request subject to waiving the lot frontage requirement
for Lot 2.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The Plat of Survey of Table Mound Mobile Home Park subdivides an existing parcel of
land into two lots to facilitate the sale of Lot 2 to an adjacent development. The subject
property encompasses the Table Mound Mobile Home Park located on the south side of
Dubuque off of Key West Drive.
DISCUSSION
The submitted Plat of Survey of Table Mound Mobile Home Park subdivides an existing
55.7 acres of property into two parcels. Lot 1 encompasses the existing mobile home
park while Lot 2 is a wooded area that will be sold to the adjacent South Pointe
development for an additional storm water detention area.
The submitted Plat of Survey is being reviewed by the Zoning Advisory Commission as
the proposed Lot 2 will not have frontage on a public or approved private street. As Lot
2 will function as a detention basin, an access easement will be provided from the South
Pointe development. Planning staff has no objections to the platting of the subject
parcel without lot frontage.
RECOMMENDATION
Planning staff recommends that the submitted Plat of Survey of Table Mount Mobile
Home Park be approved subject to waiving the lot frontage requirement for Lot 2.

RESOLUTION APPROVING THE PLAT OF SURVEY TABLE MOUND MOBILE HOME
PARK IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Plat of Survey Dolter Place #2 in the
city of Dubuque, Iowa; and
Whereas, said Plat of Survey provides 0 feet of lot frontage for Lot 2, where 50 feet of
lot frontage is required by Section 11-14 of Title 16 of the City of Dubuque Code of
Ordinances, Unified Development Code; and
Whereas, said Plat of Survey has been examined by the Zoning Advisory Commission
and had its approval endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and they find that
it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 11-14 of Title 16 of the City of Dubuque Code of Ordinances,
