Buol and Members of the City Council DATE: April 27, 2016 RE: Public Input Attached are two proposed ordinances in response to the City Council discussion concerning public input at the April 4, 2016 City Council meeting. The first ordinance establishes the time of commencement of regular City Council meetings at 6:00 P.M. This ordinance is not technically necessary as long as the City Council agrees by consensus that 6:00 P.M. will be the starting time for regular meetings. The published Notice of Meeting which includes the date, time and place of meetings, is sufficient for that purpose. The second ordinance moves public input in the order of business to follow public hearings. The ordinance also provides that during public input, members of the public may address the City Council on any action item on the agenda or on any matter not on the agenda concerning city business over which the City Council has control. The ordinance indicates that unless extended by the presiding officer, public input is limited to 30 minutes. Other changes in the ordinance are intended to conform the City Council proceedings to the new public input rules. BAL:tIs Attachment cc: Michael C. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1 . Section 1-6A-3 of the City of Dubuque Code of Ordinances is amended to read as follows: 1-6A-3: TYPES OF MEETINGS: A. Regular Meetings: Regular meetings of the council must be held on the first and third Mondays of each month. However, when the first or third Monday falls upon any of the following city holidays, such meeting must be held on the next succeeding day: New Year's Day Martin Luther King's Birthday Memorial Day Independence Day Labor Day Veterans Day Thanksgiving Day Day after Thanksgiving Christmas Eve Christmas Day New Year's Eve Unless otherwise indicated in the notice of meeting, regular meetings will commence at 6:00 p.m. Section 2. Second & vote called; then: Motion A I move final consideration and passage of the Ordinance. Second & vote called If Motion B does not pass: I move to receive and file the communications and I move first (or second) consideration of the Ordinance. Upon third reading: I move final consideration and passage of the Ordinance.
