Sealed bids were received for the North Grandview Avenue and Delhi Street
Roundabout Intersection Improvement Project. City Engineer Gus Psihoyos
recommends award of the construction contract to the low bidder, Portzen Construction,
Inc., in the amount of$698,000.59, which is 3% over the estimate of probable costs.
Sufficient funding is available for the project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Improvement Project
INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the North
Grandview Avenue and Delhi Street Roundabout Intersection Improvement Project.
BACKGROUND
In August 2014, the City submitted an application to the Iowa DOT for a Traffic Safety
Improvement Grant. The location selected was the North Grandview Avenue, Delhi
Street and Grace Street intersection. Currently this intersection is a five way stop and
has operational delays during peak travel times. A conceptual roundabout was
designed by the City's consulting engineer, GHD of Madison, WI, to minimize the impact
to adjacent property owners. The roundabout concept was developed to accommodate
various trucks, provide adequate sight distance, and provide natural vehicle paths. This
concept was created using an aerial photo and had design modifications made that
included a minor shift in the circle location or shape, alignment adjustments, and
development of optimal entry/exit paths. The grant application was approved by the
Iowa DOT Transportation Commission on January 13, 2015 in the amount of $500,000.
DISCUSSION
The project provides for construction of a roundabout at the intersection of North
Grandview, Delhi and Grace Streets. Engineering staff have been working with GHD on
the design of the proposed roundabout. GHD is a well-respected roundabout design
firm that has been involved in the design of hundreds of roundabouts in the United
States. GHD is one of two consulting firms in Iowa that the DOT uses for peer reviews
on roundabout designs. GHD designed the alignment and profile for the roundabout to
make sure it properly addresses sight distance and speed concerns at the roundabout.
The roundabout is designed to operate with vehicles traveling around 15 mph through
the roundabout.
Engineering staff used the design model developed by GHD to develop the rest of the
construction documents with specific attention to pedestrian access, including ADA
issues, lighting, construction phasing, utility impacts and business access in the area.
BID RESULTS
The City received four sealed bids on May 5, 2016. One of the bids was non-responsive
because the bidder did not submit the Target Small Business form with the bid, which
was required. Portzen Construction, Inc. of Dubuque, Iowa submitted the low
responsive bid in the amount of $698,000.59. This amount is 3.00 % over the estimate
of probable cost. A summary of the bid proposals received is as follows:

I recommend that the contract be awarded to Portzen Construction, Inc in the amount

bidding process due to additional lighting and fiber optic conduit required.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE NORTH GRANDVIEW
AVENUE AND DELHI STREET ROUNDABOUT INTERSECTION IMPROVEMENT
PROJECT
Whereas, sealed proposals have been submitted by contractors for the North
Grandview Avenue and Delhi Street Roundabout Intersection Improvement Project, (the
Project) pursuant to Resolution No. 154-16 and Notice to Bidders published in a
newspaper published in the City of Dubuque, Iowa on the 22nd day of April, 2016.
Whereas, said sealed proposals were opened and read on the 5th day of May,
2016 and it has been determined that Portzen Construction, Inc. of Dubuque, Iowa, with
a bid in the amount of $698,000.59 is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Portzen
Construction, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 16th day of May, 2016.
