Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendation for funding from the Public, Educational, and Government
(PEG) Capital Grant for Access Equipment and Facilities in the amount of$230,250 for
the City of Dubuque for the high definition upgrade of the production facilities at the
Historic Federal Building.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV
Commission for a request for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
At its meeting on May 19, 2016, the Cable TV Commission approved a request from the City of
Dubuque for$230,250 for the high definition (HD) upgrade of the production facilities at the
Historic Federal Building. The grant application is attached.
The Capital Grant for Access Equipment and Facilities currently has a balance to be awarded
for$712,051.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for this request be forwarded to
the City Council to receive, file, and approve. Thank you.

Provide a general description of what you are requesting and why:: We are requesting funding to upgrade
the video production facilities at the Historic Federal Building to originate high definition (HD) broadcasts
of televised events that originate in the City Council Chambers. This project will replace the original
equipment installed in 2007 which will be more than nine years old when the project begins. On separate
occaions, Cable TV staff spent more than two hours at the Historic Federal Building going over the project
with three different vendors. In the end, only ECS opted to submit a quote for the project.
Describe how the community will benefit from your request:: This project will vastly improve the quality of
events televised from the Historic Federal Building, especially City Council meetings. Since the City
began streaming live in HD in December 2015, we have spent quite a bit of time re-inserting all
PowerPoint and video presentations back into the on-air playback files so at least those items can be true
HD. This project will eliminate the need to do that.
