Chris Miller has been in conversations with City staff regarding the redevelopment of the
property at 210 Jones Street. Mr. Miller has identified two commercial tenants to
occupy the renovated building, and he has asked the City to participate in this project in
order to make the project financially feasible. The City, in return, will require certain
exterior improvements that will beautify this building which is highly visible from the
major intersection of Highways 20, 61, and 151.
1 recently remodeled the entire first floor and the second floor bathroom of my home.
My wife hired a designer who helped design the project and then solicited bids. Chris
Miller Development received the contract award and is now completing punch list times.
I spoke with City Attorney Barry Lindahl and this is not considered a conflict of interest,
therefore, I feel comfortable making a recommendation on this topic.
Given the downtown economic and aesthetic improvements possible with this project,
Economic Development Director Maurice Jones recommends City Council approval of a
Resolution of Necessity for an Urban Revitalization Area at 210 Jones Street.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum presents for City Council action a Resolution of Necessity for an
Urban Revitalization Area at 210 Jones Street.
BACKGROUND
The warehouse at 210 Jones Street is located at the gateway to the City of Dubuque
when arriving from the south or east. Since the late 1800s, the building has served
multiple commercial purposes, including a soap manufacturer (from 1909-1950) and
more recently (1980-2010) as the location of Dubuque Insulation & Siding Company
(DISCO). In recent years, the building has been vacant, with most windows and some
doors boarded up.
DISCUSSION
Chris Miller has been in conversations with City staff regarding the redevelopment of the
property at 210 Jones Street. Mr. Miller has identified two commercial tenants to
occupy the renovated building, and he has asked the City to participate in this project in
order to make the project financially feasible. The City, in return, will require certain
exterior improvements that will beautify this building which is highly visible from the
major intersection of Highways 20, 61, and 151.
The Economic Development Department has already worked with our consultants and
the EPA to provide Phase I and Phase II Environmental Assessments under our current
Brownfields Assessment Grant. These assessments will identify whether any
contaminants are located at the property and if so, will suggest remediation/mitigation
strategies.
Although 210 Jones Street is located in the Greater Downtown Urban Renewal District,
we believe that offering full Tax Increment Financing (TIF) rebates for this project would
not be advised due to the nature and scope of the proposed project. Instead, the City
could offer a partial ten year tax exemption under a different section of the Iowa Code
(Chapter 404) commonly called "Urban Revitalization".
In order to provide this partial tax abatement program to the company, the first step in
the process is the approval of a "Resolution of Necessity" that the property meets the
requirements for designation as required by Chapter 404. If this resolution is approved,
an Urban Revitalization Plan will be prepared for City Council review/approval after a
public hearing has been held on the Plan.
RECOMMENDATION/ ACTION STEP
Given the downtown economic and aesthetic improvements possible with this project, I
recommend the City Council adopt the attached Resolution of Necessity for the 210
Jones Street property, the first step in the process required under Chapter 404.

RESOLUTION NO. 231-16
A RESOLUTION OF NECESSITY FINDING THAT THE REHABILITATION,
CONSERVATION, REDEVELOPMENT, ECONOMIC DEVELOPMENT, OR A
COMBINATION THEREOF OF 210 JONES STREET IN THE CITY OF DUBUQUE,
IOWA, IS NECESSARY IN THE INTEREST OF PUBLIC HEALTH, SAFETY, OR
WELFARE OF THE RESIDENTS OF THE CITY
WHEREAS, as a preliminary step to exercising the authority to approve an area for
urban revitalization conferred upon Iowa municipalities by Iowa Code Chapter 404, a
municipality must adopt a resolution finding that the rehabilitation, conservation,
redevelopment, economic development, or a combination thereof of the area is
necessary in the interest of public health, safety, or welfare of the residents of the city,
and
WHEREAS, 210 Jones Street in the City of Dubuque, Iowa, according to the
recorded plat thereof (the Area) is the location of 210 Jones, LLC. (the Company); and
WHEREAS, the Area is located in an Urban Renewal Area and the Company is
proposing an economic redevelopment of the Area; and
Whereas, the City Council finds that the economic redevelopment of the Area is
necessary in the interest of the welfare of the residents of the City, and that the Area
substantially meets the criteria for urban revitalization according to Iowa Code §404.1.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. 210 Jones Street in the City of Dubuque, Iowa is appropriate as an
economic development area as defined in Iowa Code § 403.17, and is hereby
designated the 210 Jones Street Urban Revitalization Area.
Section 2. The City Manager is hereby directed to prepare a proposed Urban
Revitalization Plan for the 210 Jones Street Urban Revitalization Area in conformance
Iowa Code Chapter 404for review and approval by the City Council.
