MEMBERS PRESENT: Jennifer Tigges (Chair), Ron Tigges, Sr. Carol Hoverman, Alan Vincent,
Mark Dolson.
MEMBERS ABSENT: Kathy McMullen (Vice-Chair), Pauline Maloney.
OTHERS PRESENT: Craig Nowack, City of Dubuque

JTigges called the meeting to order at 3:59 p.m.
Acceptance of the Agenda
Upon a motion by Vincent, seconded by Hoverman, the Agenda was approved 5 - 0.
Approval of the Minutes of February 3, 2016
Upon a motion by Hoverman, seconded by Dolson, the minutes of the February 3, 2016, meeting
were approved 5 - 0.
Public Input
Mr. Nowack reported that he was working with a local cable subscriber who was dissatisfied with
Mediacom's video-on-demand offerings.
Request for Funding
Nowack presented a request for funding on behalf of the City of Dubuque for an Aero.10 audio
processor to act as a compressor/limiter for SDI audio to replace the analog unit that will be rendered
obsolete once the digital encoding equipment is installed in the Annex control room. Vincent moved
to approve up to $4800 for the request. The motion was seconded by Dolson and approved 5 - 0.
Mediacom Cable Report
Barefoot reported that he had visited St. Peter Lutheran Church to examine their video production
equipment and see if he could make adjustments and improve the video quality. He found some
issues with video levels and corrected them.
Cable TV Report
Nowack reported that the Cable TV Division has completed several new shows in the past couple of
weeks and played a part of one of them. He also tuned the television to Mediacom analog channel 8
which is now playing the looping announcement informing viewers that the 12 remaining analog
channels on the local cable system will be removed shortly (on or about April 13). He then tuned to
analog channel 11 to show the graphic message Mediacom is displaying for the one channel (QVC)
that is the first analog channel to go away. Finally, he informed the Commission that the City is now
gathering quotes to replace the SD production equipment at the Historic Federal Building, a project he
hopes to do in the three week period between City Council meetings beginning October 18, 2016.

Upon a motion by Hoverman, seconded by RTigges, the meeting was adjourned at 4:42 p.m.
