Minutes_Cable TV Commission 5 18 16 MINUTES OF CABLE TV COMMISSION MEETING May 18, 2016 CITY HALL ANNEX — 1 st FLOOR CONFERENCE ROOM #1 MEMBERS PRESENT: Jennifer Tigges (Chair), Ron Tigges, Sr. Carol Hoverman, Alan Vincent, Mark Dolson, Pauline Maloney. MEMBERS ABSENT: Kathy McMullen (Vice-Chair). OTHERS PRESENT: Craig Nowack, City of Dubuque Jim Barefoot, Mediacom JTigges called the meeting to order at 4:00 p.m. Acceptance of the Agenda Hoverman moved to accept the agenda. The motion was not seconded. Hoverman then moved to amend the agenda by removing items 4a and 4b. The motion was seconded by Vincent and approved 6 - 0. Approval of the Minutes of April 6, 2016 Upon a motion by Vincent, seconded by Dolson, the minutes of the April 6, 2016, meeting were approved 6 - 0. Public Input There was no public input. Request for Funding Nowack presented a request for funding on behalf of the City of Dubuque for $230,250.40 for an HD upgrade to the video facilities in the Historic Federal Building. He explained that he met at the Historic Federal Building on three separate occasions with three separate vendors in order to obtain quotes for the project. Two of the vendors subsequently declined to provide a quote. He noted that the project timeline calls for the equipment to be ordered as soon as the City Council approves funding to ensure it all arrives, but that the installation would not begin until October 18, 2016, at the beginning of a three-week break between City Council meetings. Dolson was concerned about having only one quote. RTigges wondered if delaying the project to the next three-week period between meetings, in February 2017, might enable additional quotes to be obtained. Nowack noted that February is typically the month with the most City Council televised events because it's when the majority of the annual budget hearings occur. Vincent moved to approve the funding request. The motion was seconded by Hoverman and approved 4 - 2, with Dolson and Maloney voting against. Mediacom Cable Report Barefoot reported that he had recently hosted some Hempstead high school students doing a student research project regarding video production facilities. Cable TV Report Nowack reported on recent and upcoming productions and noted that the Cable TV Division is very involved in the public education campaign for the city's first roundabout the construction of which begins in less than a month. He showed portions of a couple of videos, including an episode of From the Archives of a 1988 helicopter flight over the city in which Video Producer Erich Moeller used camera tracking software to label selected streets, and part of a retrospective program on the first ten years of Art on the River. 1 Adjournment Upon a motion by Maloney, seconded by RTigges, the meeting was adjourned at 5:07 p.m. 2
