Minutes_Housing Commission 4 26 16 MINUTES FOR HOUSING COMMISSION MEETING DATE: Tuesday, April 26, 2016 TIME: 4:00 p.m. PLACE: Housing and Community Development Department 350 West 611 Street, Suite 312; Dubuque, IA 52001 Chairperson Rick Baumhover called the meeting to order at 4:08 p.m. following staff assurance of compliance with Iowa Open Meeting Law. Commissioners Present: Rick Baumhover Jill Kedley Janice Craddieth Dorothy Schwendinger Amy Eudaley David Wall Anna Fernandes Commissioners Absent: Bob McDonell Coralita Schumaker Staff Present: Alvin Nash Scott Koch Teresa Bassler Jerelyn O'Connor Tonya England Kris Neyen Erica Haugen Janet Walker Public Present: None Review and Certification of Minutes of March 22, 2016 Commission Meeting Commissioner Jill Kedley moved to approve the minutes as submitted. Commissioner Amy Eudaley seconded the motion. Roll call. All present in favor. Motion passed. Correspondence/Public Input None Old Business a) Receipt of 2°d Draft PHA Annual Plan Janet Walker, Assisted Housing Supervisor, reminded the commissioners of the special meeting being held on Tuesday, May 3, 2016 at 4:00 p.m. in the Housing & Community Development Conference Room. The purpose of this meeting will be to hold a public hearing and for commissioners to vote on the 2nd Draft of the PHA Annual Plan. She discussed how the funding received from Housing and Urban Development(HUD) needs to be utilized. She went on to talk about the changes that have been made to the Plan. Walker announced that representatives from HUD will be visiting the Housing & Community Development Department on May 25, 2016. New Business a) Janice Craddeith was sworn into the office as a commissioner on the Housing Commission. b) Community Input for City Council Goal Setting Erica Haugen, Community Development Specialist, presented information on the housing 1 MINUTES FOR HOUSING COMMISSION MEETING Voluntary Compliance Agreement(VCA), which was implemented by HUD. Reports a) Crime/Nuisance Property Report Scott Koch, Investigator, stated that 2 properties have been added to the nuisance property list—this brings the total number of units on the list to 89. He has completed 413 background checks thus far for 2016. b) CDBG Advisory Commission Report Haugen discussed the funds being allocated for the Resiliency Grant. Three hundred twenty(320) housing units will receive funds for various types of repairs—from removing mold to replacing furnaces to repairing foundations. c) Rehab Report The Rehabilitation Programs Supervisor, Kris Neyen, talked about properties that the City owns. A prospective buyer will be closing on the purchase of the unit located at 1631 Jackson Street. There is a person who has shown interest in purchasing the 1656 Jackson Street property. The following property is being purchased by the City on Thursday: 2249 Harold Street. Neyen spoke about the 22 persons who attended the homeowner workshop who are interested in being homeowners. d) Neighborhood Services Jerelyn O'Connor, Neighborhood Development Specialist, spoke about the Mental Health Resource Fair that is being held at the Grand River Center. O'Connor also discussed the Washington Community Garden, which occurred last week, and how a high school group volunteered. Information Sharing The International Code has been approved by the City Council in a general sense per Alvin Nash, Director of Housing & Community Development. Training on the International Code is under development according to Haugen. Commissioner Dorothy Schwendinger suggested 2 books for reading—The New Jim Crow and The World& Me. Adjournment There being no further business to come before the Commission, Commissioner Schwendinger moved to adjourn the meeting. Commissioner Eudaley seconded. Motioned passed by voice vote.
