Van Milligen, City Manager Oak Street Sanitary Sewer Extension Project Work has been completed on the Oak Street Sanitary Sewer Project by Tschiggfrie Excavating in the final contract amount of $93,738.54. The final contract price is under the original contract amount by $12,353.46. The final assessable portion of the contract was $1,398.57 below the original project estimate. Therefore, as a result of the lower overall cost, the final assessments were reduced by approximately 4.05%, decreasing the assessment from $88.61 per foot to $85.03 per foot. Public Works Director Mike Koch recommends acceptance of the Oak Street Sanitary Sewer Extension Project, establishing the Preliminary Schedule of Final Assessments, and setting a public hearing for April 1, 2002, to establish connection fees for the sanitary sewer. Koch, Public Works Director Oak Street Sanitary Sewer Extension Project INTRODUCTION The enclosed resolutions provide for the acceptance of the construction contract for the Oak Street Sanitary Sewer Extension Project and the establishment of the final assessments. DISCUSSION Work has been completed on the project by Tschiggfrie Excavating in the final contract amount of $93,738.54. The final contract price is under the original contract amount by $12,353.46. The final assessable portion of the contract was $1,398.57 below the original project estimate. Therefore, as a result of the lower overall cost, the final assessments were reduced by approximately 4.05%, decreasing the assessment from $88,61 per foot to $85.03 per foot. The project provided for the extension of approximately 1,570 feet of 1-1/4" and 2" sanitary sewer forcemain pipe on Oak Street. This extension also provided service to 6 homes and 7 vacant lots. All 6 homes have connected to the sanitary sewer. A portion of the assessments related to the cost of the sanitary sewer may qualify for the City's Iow- to moderate-income special assessment assistance program. Sanitary sewer construction funds will provide 20% to 100% of the sanitary sewer assessments for eligible owner-occupied property. A summary of the income qualifications of the financial assistance program is attached. To allow sufficient administrative time, the process of financial assistance payments for Iow- to moderate-income families, the adoption of the final schedule of assessments will be delayed for approximately 45 days. In its place is a resolution adopting the preliminary schedule of final assessments. Property owners may use this period to apply for and receive financial assistance that may reduce the amount of their assessment paid by the property owner. RECOMMENDATION I would recommend the project be accepted and the final sewer assessment levy be approved. The Fiscal Year 2001 appropriation for the project is $114,000. In addition, seven properties will have a connection fee established such that a payment is not due at the present and would only become payable if the property is connected to the sewer. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolutions accepting the improvement, establishing the Preliminary Schedule of Final Assessments, and setting a public hearing for April 1, 2002 to establish connection fees for the sanitary sewer. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the recommendation of the City Manager be approved and that said improvement be and the same is hereby accepted. BE iT FURTHER RESOLVED that the City Treasurer be and he is hereby directed to pay to the contractor from the Fiscal Year 2001 Sanitary Sewer Construction Fund in amount equal to the amount of this contract, less any retained percentage provided for therein. That the cost of said improvement is hereby determined to be $107,799.32. 'Section 2. That $33,169.39 of the cost thereof shall be assessable upon private property and $74,629.93 shall be paid from the Fiscal Year 2001 Sanitary Sewer Construction Fund. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. There is hereby established a schedule of sewer connection fees the Oak Street Sanitary Sewer Extension Project for the connection of property to said City sewer. Section 2. Each property owner whose property will be served by connection to said City sewer shall pay a sewer connection fee to the City, as shown on the schedule of sewer connection fees attached hereto. Section 3. Such connection fee shall be due and payable when a sewer connection application is filed with the City. All fees collected under this Ordinance shall be paid to the City Treasurer. Section 4. The City Clerk is hereby authorized and directed to certify a copy of this Ordinance for recording in the office of the Dubuque County Recorder.
