Miller-Riverview Park Campsite Re-wiring Project
Sealed bids were received for the Miller-Riverview Park Campsite Re-wiring Project.
Leisure Services Manager Gil Spence recommends award of the contract to the Iow
bidder, Beichler Electric, in the amount of $66,549.69. This amount accepts Alternate 1,
providing for eight more poles and service to fourteen additional camping units.
Accepting the alternate results in the project being $7,024.69 over budget. There was
$13,185 remaining from the Miller-Riverview Park Playground Renovation project, and
these funds could be used to cover the overrun and provide contingency funds.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to provide a recommendation on awarding the
contract for Miller-Riverview Park Campsite Re-wiring Project.
DISCUSSION
Sealed bids were received on March 21,2002, for the Miller-Riverview Park Campsite Re-
wiring Project. A summary of the bids received is as follows:

During the design phase it became evident that to meet electrical code and to put in the
number of campsites desired by park users, the cost was going to be considerably more
than what is budgeted. In the design, we divided the campground into sections, allowing
us to bid certain sections of the project as phase I and then to re-budget phase II for an out
year.
The base bid provides twenty-six new poles that will provide electricity for fifty-two camping
units. This maintains the number of camping units we can now serve with electricity, but
more adequately addresses their power needs. Alternate I does one more section of the
overall plan. This section provides eight more poles, seven to serve camping units and
one to be used by events, such as the Dragon Boat Festival. The alternate will serve
fourteen additional camping units, raising the total to sixty-six units served with electricity,

Phase II will include three more sections, plus the new pavilions on the north end being
constructed by the Tri-state Vietnam Veterans' Association.
After design fees, there is $59,525 remaining for construction.
RECOMMENDATION
I recommend that the contract be awarded to Biechler Electric in the amount of
$66,549.69. This amount accepts Alternate 1, providing for eight more poles and service
to fourteen additional camping units.
Accepting the alternate results in the project being $7,024.69 over budget and I
recommend the $13,185 remaining form the Miller-Riverview Park Playground Renovation
project be used to cover this overrun and provide contingency funds.
ACTION STEP
The action requested is that the City Council adopt the attached resolutions adopting the
plans and specifications and awarding the contract to Biechler Electric.

02, and notice to bidders published n a newspaper published in the City of Dubuque,
iowa, on the 8th day of March, 2002.
WHEREAS, said sealed proposals were opened and read on the 21 st day of March,
2002. and it has been determined that the bid of BIEC HLER ELECTRIC in the amount of
$66.549.69 was the lowest bid for the furnishings of all labor and materials and performing
the work as provided for in the plans and specifications~
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to BIECHLER ELECTRIC
and the Manager be and is hereby directed to execute a contract on behalf of the City of
Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.

INTRODUCTION
The purpose of this memorandum is to request that the City Council initiate the bidding
process for the Miller-Riverview Park, Campsite Re-wiring Project.
DISCUSSION
The campsites at Milier-Riverv~ew Park were wired twenty-five years ago by volunteers
and show signs of age and years of flooding. Today's big camping units require a
higher level of electrical output than we can provide so they risk damage to their unit if
they use our electricity. This project increases the electrical output, spreads out the
campsites, and provides all new service to the sites.

There is $65,000 budgeted for design and construction. During the design phase it
became evident that to meet electrical code and to put in the number of campsites
desired by park users, the cost was go~ng to be considerably more than what is
budgeted. It is important to move the project forward, so we have decided to bid phase
I now and then re-budget phase II for an out year.

Phase I will provide twenty-six new poles that will provide electricity for fifty-two
camping units. This maintains the number of camping units we now have electricity
available for, but more adequately addresses their power needs. Phase II will then add
the remaining twenty-three poles that will serve an additional forty-six camping units.
The cost estimate for Phase I is $74,520, which is stil $17.520 over budget. We hope
the estimate is high, but if bids come in over budget we will look for savings from other
projects to enable this project to move forward.
ACTION STEP
The action requested is that the City Council adopt the attached resolutions giving
preliminary approval to the plans and specifications, authorizing the advertisement for
proposals, and establishing a date for the public hearing.
